How is CPR implemented ?

The FAA, JAA and TCCA are simultaneously implementing the Changed Product Rule using a harmonized regulation. To further ensure consistency of interpretation and implementation the FAA, JAA and TCCA have jointly developed agreed to advisory documents on the key steps to a CPR evaluation. Each authority will publish their document in compliance with their national standards:

• The FAA will publish Advisory Circular (AC) 21.101-1 Change 1 - Establishing the Certification Basis of Changed Aeronautical Products.
• The JAA will publish Advisory Circular Joint (ACJ) 21.101 as revised by NPA 21-32 - Establishing the Certification Basis of Changed Aeronautical Products.
• TCCA will publish Airworthiness Manual Advisory (AMA) 500/16 - Establishing the Certification Basis of Changed Aeronautical Products.

In addition to these advisory documents each authority has developed national guidance material to assist their staff in consistently implementing the Changed Product Rule.

CPR Process Flowchart

The following figure, which is Figure 1 of AMA 500/16, provides a flowchart of the process to determine the applicable certification basis for a proposed design change under CAR 511.13 or CAR 513.07.
