Frequently Asked Questions (FAQs)

During the course of implementing the Changed Product Rule questions arose, some a number of times, which indicated the need for a "FAQ" page. The following represent some questions that have been asked. 

  1. When we identify that a change is substantial and requires a new type certificate do we really mean a new type certificate or can an amended type certificate be used (note, this question is in respect of maintaining a common crew type rating through use of an amended type certificate)?
  2. Special Conditions: do we apply the later amendment or not?
  3. Does an applicant have to make a determination of significant or not significant (Step 4 of figure 1 of the AMA) before they look at affected areas (Step 5 of figure 1 of the AMA) or can apply they apply the exceptions in any order they choose?
  4. How will we know the certification basis of FAA STCs if this is not in the public domain?
  5. Given that Changed Product Rule comes only into play for "major" modifications to a type design, what definition of "major" modification do we apply?
  6. Does step 4 (significant?) need to be performed before step 5?  
  7. Does the small airplane exception apply for a change (gross weight increase) to a product that is initially below the threshold but the change puts it above?
  8. In step 2 (substantial) do we need to consider previous relevant changes?
