About the Delegations and Quality Division

Key Delegations Activities:

  • Analysis, evaluation, coordination and approval of technical submissions from applicants and current delegated organizations and designated engineers to determine their compliance with the Canadian Aviation Regulations, standards and advisories and to define and use Ministerial delegated authority to enable Delegate approval of aeronautical product designs;
  • Management of Division's resources to provide specialist support to the achievement of Branch goals, determination of specialist engineer training requirements, management of Divisions workload to ensure completion of projects in accordance with assigned priorities and target dates; provision of input to Branch budget activities and use of financial spending authority for assigned financial resources;
  • Management of development, maintenance, coordination and implementation of a National Audit Plan and participation or assignment of Audit Managers and/or Team Leaders in audits of Delegated Organizations and individuals, National Audits of Air Operators and Quality Assurance Reviews (QAR);
  • Management of evaluation of applications of authorization for Ministerial design approval delegation; decisions concerning the scope and extent of delegation to individuals and organizations to enable their approval of aeronautical product designs on behalf of the Minister of Transport;
  • Management of the provision of technical specialist advice to TC Headquarters and Regional personnel, other Government departments, international Government departments/agencies and international agencies, the aviation industry and the general public in all areas relating to the approval of aeronautical product;
  • Management of the provision of direction, guidance and mentoring in the Division's area of specialty to industry delegates;
  • Chairing of joint Transport Canada/Industry Biennial Conference Organizing Committee and oversight of the organization, development and management of the Transport Canada Biennial Aircraft Certification Engineering and Flight Test Delegates Conference with national and international representatives from the Canadian Aerospace Industry and other Foreign Airworthiness Authorities.
