This Appendix explains the notation used to indicate delegate responsibility for each applicable requirement. Delegate responsibilities are indicated under columns marked TP (Test Pilot), FTA PER (Flight Analyst - Performance), FTA FLT (Flight Analyst - Flight Characteristics), FTA SYS (Flight Analyst - Systems Performance) and FTA AFM (Flight Analyst - Aircraft Flight Manuals). These categories are defined in section 3.3.
The requirements listed are for FAR 25 at Amendment 72. For certification projects which include requirements at an earlier or later amendment stage than specified, the delegation authority can be established by reference to section 3.3 and 6.2 of the handbook and by comparison to the listed requirements. The following notation has been used:
"P" indicates a paragraph, sub paragraph or part of a sub paragraph for which the delegate has a primary responsibility in making a finding of compliance. Other delegates may also have a primary responsibility and in this case the finding of compliance must be made by all the applicable delegates.
"S" indicates a paragraph, sub paragraph or part of a sub paragraph for which the delegate has, or is likely to have, a secondary responsibility in making a finding of compliance. The paragraph should be reviewed in the context of the design, and if applicable, a finding of compliance should be made by the delegate in addition to the finding of compliance by the primary delegate(s).
"N" indicates a paragraph, sub paragraph or part of a sub paragraph which should be noted by the delegate when making findings of compliance with those requirements for which the delegate has primary or secondary responsibility. In particular, many requirements relate to required cockpit equipment which should be noted by the Test Pilot when making findings with respect to cockpit layout, minimum crew determination, etc.
"-" indicates a paragraph for which the delegate usually has no direct responsibility.
In some circumstances, although no Test Pilot responsibility is listed, the Test Pilot may be responsible for attesting that the necessary flight tests were properly completed. This can occur when due to lack of analyses, ground tests and/or flight instrumentation, flight test demonstration is the means of determining compliance. Since the Test Pilot will normally be responsible for the proper conduct of the test, there is an obvious secondary responsibility.
Many requirements are shown as having Test Pilot and Flight Analyst - Flight Characteristics, Primary/Secondary responsibilities. Normally the Flight Analyst is responsible for quantitative data reduction and analysis or any other quantitative analyses pertaining to flight characteristics. The responsibilities for qualitative aspects always remain with the Test Pilot. This breakdown follows the normal procedures used in the manufacturing industry and within Transport Canada. However, suitably authorized Test Pilot delegates may take responsibility for both qualitative and quantitative approval aspects of flight characteristics.
