Message from the Director

In my new role I am proud to inherit the overall responsibility for our system of delegated authority. There has been a great deal of change in the way we do business since NAMEO 45/68 was issued in 1968, including the introduction of delegated organizations, significantly more delegates, more specialized disciplines and the appointment of delegates by our regional staff. Although in many ways the system is mature, our expectations of the system have also increased over time. We can therefore be sure that the system will continue to evolve in response to an ever changing environment.

The recent down turn in the economy has resulted in significant numbers of industry lay-offs as well as a slowdown in the certification activities. We fully expect the industry to respond with new projects and innovative approaches to doing business. It is at times such as these, with significant personnel changes, that we must rely on the approved procedures and processes to maintain the integrity of our system of delegation.

The tragic events of September 11th, 2001 have given us all reason to reflect on what is important in our personal lives. The resulting demand for improved aircraft security requires that we recalibrate our approach to the often conflicting demands of safety and security in our certification work. It does not however undermine our safety mandate in any way.

On behalf of Aircraft Certification I would like to wish you all the very best for your endeavors in 2002. We look forward to maintaining and developing our working relationship.
