Aviation Safety in the APEC Economies Report to the 
APEC Transport Ministers

Purpose

The purpose of this report is to present results to APEC Transport Ministers concerning Ministers' direction to address recognized safety deficiencies within the civil aviation systems in the APEC member economies and enhance safety to provide for the extraordinary growth of air traffic and increasing prosperity in prospect for the economies.

Problem

There is concern worldwide about inadequate attention to civil aviation safety. The resulting deficiencies are liable to be compounded by massive air traffic increases forecast for a number of developing economies, including APEC member economies, unless firm positive action is taken to resolve the problems. In addition, it is necessary to provide for the realistic expectation of a more prosperous public for enhancement of civil aviation safety standards.
