Deadline to submit participation documentation




All Canadian freight forwarders that register to participate in Transport Canada's Air Cargo Security Initiative, on or before December 1, 2008, must submit the required participation documentation by January 31, 2009.

The required documentation includes:

  • The Security Assessment and Characterization Questionnaire
  • Shipper Data List
  • Air Cargo Security Plan

Submission of the above documents is required to become a Regulated Agent under the Initiative. Designation as a Regulated Agent means that your company has demonstrated its commitment to air cargo security and is in compliance with Transport Canada's air cargo security requirements.

Benefits of Submission

The U.S. Transportation Security Administration (TSA) will require screening of 50 percent of cargo on passenger carrying aircraft by February 2009. Transport Canada has been working closely with the TSA to align our air cargo security requirements. Having Regulated Agent status will help ensure that cargo bound for transborder shipment moves as expediently as possible and that you will benefit from any future agreements with the TSA or other international partners.

IMPORTANT - At this time, the impact that the new US security requirements could have on Canadian shipments is not known. Freight forwarders that rely heavily on US gateways to move their cargo are strongly encouraged to participate to be recognized as Regulated Agents in the Air Cargo Security Initiative.

Freight forwarders that meet the January 31 submission deadline will benefit by being prioritized for the review and approval process.

In order for Transport Canada to prioritize Air Cargo Security Plan review and site inspections, freight forwarders who intend to meet the January 31 submission deadline must indicate their intentions to do so by writing to Transport Canada's Air Cargo Security Group at: aircargo-fretaerien@tc.gc.ca , by December 15, 2008.

Transport Canada will be releasing a Security Plan Generator (SPG) to assist freight forwarders in completing their Air Cargo Security Plans. For more information on the SPG, please refer to Air Cargo Security Information Bulletin #11.

Canadian freight forwarders seeking Regulated Agent status must register via the Secure Supply Chain Management System (SSCMS) at https://www.securesupplychain.ca/eng/security/login.jsp. The SSCMS contains the templates for all required participation documents.
