Dear Mr. DeSota:

SUBJECT: DAR No. 109 - Notification of DAR Suspension
REFERENCE: Discussion between Mr. Ralph DeSota and Mr. R. Blithely, RMAC, Atlantic Region regarding inactivity of DAR No. 13 and decision to suspend.

This is to advise you that pursuant to subsections 103.07 (d) of the Canadian Aviation Regulations, the Minister has decided to suspend your delegation of authority as a private DAR by placing DAR number 13 on the inactive list.

The suspension is issued on the grounds that the Minister may suspend a Canadian aviation document where the service or undertaking in respect of which the Canadian aviation document was issued has been discontinued. Discussion between yourself and the Regional Manager of Aircraft Certification, Atlantic Region, has confirmed that you have ceased to act as a private DAR, since you have not submitted an application for design change approval for at least six years.

This suspension comes into effect as of this date and remains in force until the delegation is reinstated by the Minister. Would you please return your Letter of Authorization that you were issued as DAR No. 13 to Mr. R. Blithely, Regional Manager of Aircraft Certification, Atlantic Region. It is required by CAR section 103.03 that a Canadian aviation document that has been suspended be returned to the Minister by the person to whom it was issued immediately after the effective date of the suspension.

The delegation may be reinstated when the following conditions have been met:

  1. You reapply in writing for an engineering delegation in accordance with the requirements of Airworthiness Manual Chapter 505C and demonstrate, to the satisfaction of the Minister, that you have a current knowledge of applicable regulations, standards and advisory material; and
     
  2. Undertake a joint design change approval project with Transport demonstrating, to the satisfaction of the Minister, that you have a knowledge of applicable regulations, standards and advisory

Thank you for your cooperation and for making findings of compliance Airworthiness requirements on behalf of the Minister during the time you were using the authority and privileges under the DAR system.
