Appendix D - Sample Engineering Procedures Manual


Section 2:  Airworthiness Control Procedures
2.1  Coordination Procedures
2.1.1  Operating in Other Regions

In those cases where I undertake to provide a modification or repair on an aircraft located in another region, I will follow the communication procedures specified in chapter 4.2.1 of the Delegations Handbook for Designated Engineers and Design Approval Representatives. If requested by the other region, I will provide them with a copy of this EPM.

Communications with other regions or specialists in Headquarters will be coordinated through my appointing region.

2.1.2  Operating with Other Delegates
2.1.2.1  Multiple DAR Approval Projects

Where an approval Project is sufficiently complex that it involves multiple delegates (DARs), I shall establish with TCCA concurrence, an Airworthiness Control Committee (ACC) that will follow the guidance provided in ACSI 46. This ACC will be used to coordinate the inputs from all delegates to ensure that the means for demonstrating compliance has been discussed with TCCA, agreed to, and at project end has been achieved and documented. For projects involving multiple engineering delegates, a compliance program will be used to specify the division of responsibilities among the delegates.

The ACC shall operate with the following provisions:

  1. For those projects under contract directly to DOE Engineering, I will act as Chairman of the ACC committee, subject to acceptance by TCCA;
     
  2. I will develop and provide TCCA with a Compliance Program plan that proposes a means of compliance, how it will be documented, and which delegate is responsible for providing the statement of compliance;
     
  3. I will be responsible for all formal communication with TCCA. This arrangement will not preclude other delegates from contact with their TCCA counterparts; and,
     
  4. I will ensure that all necessary specialty delegate signatures are obtained and clearly define what each delegate has provided a statement of compliance for.

I will be responsible for coordinating the input from all the delegates and ensuring that compliance statements, or recommendations, are provided and that compliance has been demonstrated and documented. Each delegate will be responsible for providing a statement of compliance and will provide a separate TCCA AE-100 Form to provide the compliance statement for their specific findings.

2.1.2.2  Joint Programs with a DAO or an AEO

When I participate in the approval activities of a DAO or of an AEO, the provisions of AWM 505.409(c) or AWM 505.109(c) respectively will be applied.

I will ensure that the limitations and procedures stipulated in my EPM do not conflict with those stated in the approved DAO or AEO procedures manual (DAPM). While completing joint programs with a DAO or an AEO I will follow those procedures that are specified in their approved manual while complying with the privileges and limitations specified in my manual.

For those areas where I am responsible for provision of a statement of compliance, or a recommendation, I will do so by using an AE-100 form with requisite compliance data provided and will clearly indicate for what standards I am making a statement of compliance.

2.1.3  Subcontracted Engineering Support

If I elect to subcontract engineering work to another individual or organization the following provisions will apply:

  1. I will ensure that the contractor has the resources and capability required to perform the activities; and
     
  2. I will remain responsible for the engineering activities completed and will not sub-delegate the making of a statement of compliance.
2.2  Special Procedures
2.2.1  PAC Engineering Service Bulletin

Modifications and repairs that I develop and approve will be in accordance with good engineering practices and in compliance with the requirements of AWM Chapter 513, and the guidance and procedures contained in the Delegations Handbook for Designated Engineers and Design Approval Representatives.

The document that will be used to approve the data for STC's, LSTC's, RDC's, and minor modifications and repairs, is the PAC Engineering Service Bulletin (PAC ESB). I will assign an internal approval number to the DESB and will maintain an index of all modifications incorporated by PAC ESB. Appendix E provides a sample of PAC ESB form 99-001 as used.

A revision to an PAC ESB will supersede previous revisions, unless otherwise stated in the document. The PAC ESB will clearly indicate if the modification/repair is required by Transport Canada and the compliance will be shown as "Transport Canada Mandatory". Minor modifications/repairs that do not require the issuance of an LSTC or an RDC will be approved by myself using the PAC ESB, and the modification will be noted as "minor". Use of the PAC ESB will ensure that the modification/repair is traceable and accountable through assigned PAC ESB number.

2.2.2  Document Distribution

A modification or repair can not be incorporated until an authorized individual has approved the requisite modification or repair and relevant documents have been completed and forwarded to TCCA as appropriate. The Delegations Handbook for Designated Engineers and Design Approval Representatives does not specifically identify those documents to be forwarded for review, so these are identified in the following charts.
