The Advanced Qualification Program (AQP) Meeting the Skill Requirements of Canadian Aviation Regulations (CAR) 421.40 Aircraft Type Rating, CAR 421.46 Instrument Rating, and CAR 421.49 Renewal of Instrument Rating

Background

Air Canada is the first Canadian carrier to utilize the Advanced Qualification Program (AQP). They have just completed their very first Line Operational Evaluations (LOE). The LOE will permit applicants to obtain Type Ratings or renew Instrument Ratings as the LOE ensures that all required Pilot Proficiency Check (PPC) items have been successfully accomplished.

The AQP program involves a systematic approach to training which focuses heavily on Cockpit Resource Management (CRM).

The training and evaluation of the AQP is done through three stages. The successful completion of an LOE determines that all of the required "PPC items" (as per the CARs schedule) have been accomplished and issuance of a type rating and/or the renewal of an instrument rating may be completed.

Action

Notices of Proposed Amendments (NPA) will be drafted and presented at the next Part IV CARAC meeting. Until the Standards are amended, the following may be applied:

(3)  Individual Type Rating Requirements

(a)  Aeroplane - Two Crew

(iii)  Skill

An applicant shall have passed a pilot proficiency check conducted in accordance with Part VI or Part VII for that aeroplane type within the 12 months preceding the application for the rating or passed a pilot proficiency check acceptable to the Minister for that aeroplane type within 12 months preceding the application for the rating. Successful completion of a Line Operational Evaluation (LOE) from an approved Advanced Qualification Program (AQP) constitutes the Part VI or Part VII pilot proficiency check.

CAR 421.46 Instrument Rating

(2)(c)  Skill

An applicant shall successfully complete: (amended 1999/03/01)

(i)  a flight test in accordance with the Flight Test Standards - Instrument Rating (TP 9939E); or

(ii)  a Pilot Proficiency Check (PPC) for operations under IFR in accordance with Part VI or Part VII, as applicable. Successful completion of a Line Operational Evaluation (LOE) from an approved Advanced Qualification Program (AQP) constitutes the Part VI or Part VII PPC.

421.49 Renewal of Instrument Rating

(1)  An applicant for the renewal of an instrument rating shall successfully complete the flight test referred to in paragraph 421.46(2)(c). Successful completion of a Line Operational Evaluation (LOE) from an approved Advanced Qualification Program (AQP) constitutes the Part VI or Part VII PPC.

Expiry

This Policy Letter will expire with the appropriate amendment to the CARs.
