Subject

Interim Registration Change of Address - Old Registration Certificate

Discussion

The question has been asked. Can registration certificates, other than the new ones designed for issue pursuant to the Canadian Aviation Regulations (CARs), be used for change of address or other information.

Paragraph 202.36(4) of the CARs provides for interim registration for a change of owner name, address or other information. The revised certificate of registration, in use effective October 10, 1996, facilitates interim registration privileges for both a change of owner and for a change of information. The CARs do not prohibit the utilization of the old certificates in this regard. Also, the old process remains valid and can be used. The problem is that the old format certificate of registration does not provide the instructions for the new process to the applicant.

Action

Pending replacement of the certificates of registration to reflect the process in place under the CARs, and where it is expedient to use the new process, the instructions to an owner with an old certificate are as follows:

1.  Complete the owner's name and address information on the application form portion of the certificate of registration.

2.  Submit the continuing certificate of registration and application and a cheque or money order payable to the Receiver General for Canada to cover the fee (if the change is not for a change of address).

3.  On the interim certificate of registration, print in block letters, or type the new name of the owner (if applicable), the new address of the owner nominee (if applicable) and the "Change of Ownership or Information Date" (with the date the change occurred) and retain the interim certificate of registration on board the aircraft. A change in the name of the registered owner must be supported by a copy of the appropriate documentation, such as a marriage certificate, articles of incorporation or other court document.
