Introduction:
The Multimedia Products and Services (MPS) Division provides and maintains a complete 'in-house' publishing capability, with the exception of content, translation, editorial services and offset printing. MPS understands all Canadian government publishing policies and guidelines and advises clients on green procurement, print-on-demand, distribution, copyright and Federal Identity Program (FIP) issues for publication products.
MPS Contracting Authority:
The objective of government procurement contracting is to acquire goods and services in a manner that enhances access, competition and fairness and results in best value or, if appropriate, the optimal balance of overall benefits to the Crown and the Canadian people.
MPS is the designated authority in the department for the procurement of goods and services identified in TC Materiel and Contracting Services Bulletin 2008-4 for the Procurement of Printing, Large Document Scanning Services, Printing of Forms, Promotional Materials, Inspector Clothing and Distribution Services.
MPS represents Transport Canada at Public Works and Government Services Canada (PWGSC) technical committees that are convened to develop requirements for Standing Offers (SO) and/or Supply Arrangements (SA) related to printing, graphic design, exhibits, warehousing, and distribution and video production.
Green Procurement:
The federal government is a significant purchaser in Canada. As such its activities impact the national economy and can influence both the price and the availability of goods and services, including construction services, in the marketplace. Through the increased promotion of environmental sustainability, and by integrating the application of environmental performance considerations in its procurement process, the federal government is in a position to influence the demand for environmentally preferable goods and services and the ability of industry to respond to the escalating use of environmental standards in global markets.
As part of its ongoing commitment to improve the environment and the quality of life of Canadians, this policy seeks to reduce the environmental impacts of government operations and promote environmental stewardship by integrating environmental performance considerations in the procurement process.
Green procurement is set within the context of achieving value for money. It requires the integration of environmental performance considerations into the procurement process including planning, acquisition, use and disposal. In this context, value for money includes the consideration of many factors such as cost, performance, availability, quality and environmental performance. Green procurement also requires an understanding of the environmental aspects and potential impacts and costs, associated with the life cycle assessment of goods and services being acquired. In addition, the supporting administrative processes and procurement methods can also offer opportunities to reduce the environmental impacts of government operations.
MPS procures printing from Forest Stewardship Council (FSC) suppliers. FSC is an international certification and labeling system that guarantees that the forest products MPS purchases come from responsibly managed forests and verified recycled sources.
Under FSC certification, forests are certified against a set of strict environmental and social standards, and fibre from certified forests is tracked all the way to the consumer through the chain of custody certification system. The end result is products in the marketplace carrying the FSC 'check-tree' logo. Look for the FSC logo on TC print products.
Contracts with Aboriginals and Aboriginal Businesses:
MPS invites aboriginal printers and service providers to bid on contracts issued by MPS. In some cases, only qualified aboriginal printers are used.

Bid Solicitations:
The MPS Contracting Officer will send a Quotation Request Form (26-0670) to qualified suppliers for goods and/or services being sought by MPS. Suppliers selected to bid are required to review the specifications and if they wish to bid on the job, return the Request Form (26-0670) to the MPS Contracting Officer within 24-hours of the date and time stated on the Request Form (26-0670).
Contract Awarding:
The Supplier selected to supply the good and/or service to MPS will receive a Procurement and/or Service Authorization Form (MPS-102) from the MPS Contracting Officer. It will indicate one of three methods of payment:

Invoicing:
All invoices are to be mailed to the MPS Contracting Officer handling the contract. The invoice is to clearly indicate the Purchase Order Number and the Work Order Number assigned by the MPS Contracting Officer. Shipping costs are to be shown separately, as applicable.
