CNS/ATM Systems
The CNS/ATM Systems Section in Headquarters has the mandate to provide regulatory and safety oversight of air navigation service providers, specifically providers of CNS/ATM services. Such oversight is conducted through scheduled and non-scheduled audits and inspections of CNS/ATM service providers. Additionally, this section is responsible for the following:
- monitoring of the national CNS/ATM services safety oversight;
- risk management processes; and
- contributing to the development of national/international CNS/ATM regulations, standards, policies and practices.
Responsibilities include:
- Evaluating requests from service providers such as NAV CANADA, Serco Aviation Services Inc., and others for exemptions from prescribed CNS/ATM standards;
- Providing operational guidance and interpretations regarding the application of CARs and ICAO ANNEX 10 standards;
- Contribute to AIP/AIM Canada;
- Establishing and conducting the audit and inspection program for CNS/ATM systems to verify compliance with CAR 802;
- Providing technical advice in the review and evaluation of aeronautical studies developed by air navigation service providers;
- Studying aviation occurrence data, analyzing trends, identifying risk indicators, assessing risk and recommending control measures for the provision of safe CNS/ATM systems;
- Monitoring the ANS Provider operations;
- Monitoring the training and certification of technical staff hired by service providers to install, maintain and operate aeronautical telecommunication systems;
- Contributing to the development of international CNS/ATM standards and practices;
- Providing subject matter expertise to HQ and Regional organizations, in addition to outside agencies, organizations and Canadian stakeholders in general;
- Studying aviation occurrence data, analysing trends, identifying risk indicators, assessing risk and recommending control measures for the provision of safe aeronautical information service systems/products;
- Ensuring availability of protected aeronautical radio spectrum free from harmful interference for the safe operation of civil aviation; and
- Providing technical support for emergency preparedness programs and in response to accidents, incidents, emergencies and crises.
