FIS, Aviation Weather and Levels of Service

This HQ Section is accountable for regulatory /safety oversight of all air navigation services in Canada as it relates to the operational Flight Information (FIS) and Aviation Weather (WX) services in Canada. Such oversight is conducted through scheduled & non-scheduled audits/inspections of Flight Information and Aviation Weather Units such as NAV CANADA flight services stations (FSS), Flight Information Centres (FIC) weather offices under contract with NAV CANADA and other providers of related weather or flight information services. Additionally this Section is responsible for the national air navigation services safety oversight and risk management processes as it pertains to FIS and WX; and for contributing to the development of international air navigation standards, policies and practices.

This division is also responsible for strategic-level risk and safety management for the purpose of identifying and prioritizing issues and challenges facing the industry and assessing level of service changes proposed by air navigation service providers.

Responsibilities include:

  • Evaluating requests from NAV CANADA, Midwest ATC Ltd.., and other air navigation service providers for exemptions from prescribed operational standards and regulated procedures;
  • Providing guidance and interpretations regarding the application of operational standards and procedures;
  • Conducting audits and inspections to assess and verify compliance with CARs requirements regarding air traffic services in the field of flight information and weather;
  • Providing technical advice in the review and evaluation of aeronautical studies developed by air navigation service providers;
  • Observing NAVCANADA’s operational investigation process;
  • Studying aviation occurrence data, analyzing trends, identifying risk indicators, assessing risk and recommending control measures for the provision of safe air traffic services;
  • Overseeing the training and competency of flight service specialists;
  • Contributing to the development of international air traffic services standards, procedures and practices; and
  • Providing Subject Matter Expertise to Transport Canada HQ and Regional organizations in addition to outside agencies, organizations and to Canadian
