A PIC of an aircraft holds the ultimate responsibility for ensuring that his aircraft takes off in a safe manner; and in the case of ground icing conditions, the PIC must ensure that his aircraft's critical surfaces are free of frozen contaminants. It is important therefore that the Deicing Operator understand what specific requirements a pilot has in the pursuit of his duties during ground icing conditions.
