Cost Recovery Working Group (File 2100-51-P1-1)      
Voluntary and Non-Punitive Reporting Programs Working Group (File 2100-51-P1-4) The Final Report of the Working Group was presented at the October 22nd, 2002 Part I Technical Committee meeting.  F. Reinhardt, Chair, of the Technical Committee advised that as the recommendation of the WG to establish a Voluntary and Non Punitive Reporting program constituted a major change in policy, the Final WG Report would be presented in its entirety to the CARC with or without dissents.  Any dissents to the Final WG Report were to be filed within 30 days of the Technical Committee meeting.

The Final Report was submitted to the CARC for policy approval on March 26th, 2003 at which time the CARC recommended that an implementation committee be established to conduct the cost analysis of establishing a third party repository responsible for collecting and analyzing data versus the cost of establishing a Transport Canada data system. CUPE’s dissent to the Final Report was reviewed at the May 20th, 2003 CARC meeting. The CARC declined CUPE’s dissent.
The amendment to the Aeronautics Act needs to be in place to give TCCA the authority to proceed with the drafting of the NPAs for the Voluntary and Non Punitive Reporting Program. Awaiting publication of the revised Aeronautics Act.

UCTE, IAFF and ALPA dissented at the Technical Committee meeting.  They wanted to append their dissents to the WG Report.  The Technical Committee members wanted to see the dissents before they went to CARC.  The WG report was approved by the Technical Committee and sent to CARC.


The CARC rejected the recommendations of the Working Group.

Airport Winter Maintenance and Planning Working Group (File 2100-51-3-7) The Working Group Final Report was presented to the Part III Technical Committee on September 5, 6, 7, 2001.  Dissents were submitted by NAV CANADA, Gov’ts of NWT, Newfoundland, Labrador, Manitoba, Saskatchewan and Quebec.  The Technical Committee agreed that the WG had met its Terms of Reference and approved the WG final report. September 5,6,7, 2001  
Airside Access and Vehicle Control Planning Working Group (File 2100-51-3-8) The Technical Committee approved the Final Report of the Working Group at its meeting held on March 30, 31 and April 1st, 2004. The Final Report along with the dissent from ALPA was presented to CARC for consideration on May 26, 2004.  The CARC declined the dissent from ALPA and directed the Aerodromes and Air Navigation Branch to initiate the drafting of NPAs. November 18-19, 2004, Feb 7,8,9, 2006, March 16, 17, 2006

Category 4 Medical Standards WG (File 2100-51-4-3) The Working Group Final Report was presented to the Part IV Technical Committee on April 8, 1998.  No formal recommendations presented.  There were dissents from Working Group members.  Working Group to be reconstituted next year as CARC not happy with only maintaining the status quo.

Working Group closed during the June 14, 1999 Technical Committee.  This issue is closed.

Streamlining the Medical Certification Process for Aviation Personnel Licences (File 2100-51-4-4) The Working Group Final Report was presented to the Part IV Technical Committee on October 29, 1997.  There were some dissents at the Technical Committee level.

The Working Group Final Report was accepted by the Technical Committee.


At the Nov 6, 1997 meeting, CARC tasked the General Aviation Branch to prepare NPAs, expected for presentation at the June 1998 Technical Committee meeting.

On June 25, 1998 the following NPAs were presented to the Technical Committee:

Item 4 of WG Recommendations is associated to the Civil Aviation Medicine (CAM) review.  Info passed to individual overseeing the review.
The regulatory NPA was part of Regulatory File 10000-377 which was published on 2004-04-02 as SOR 2003-129. The standards were also published on 2004-04-03.
Frequency of Medical Examinations for Aviation Personnel Licences WG The Working Group Final Report was presented to the Part IV Technical Committee October 27, 1998.  The WG report may have to come back to the Technical Committee with respect to smoking.

The Technical Committee will approach ICAO to determine what are the options and consequences of adopting the WG’s recommendations unilaterally and how quickly can ICAO be motivated into adopting these proposed changes.

The report was discussed at CARC on December 11, 1998.
On June 14, 1999, NPAs 1999-058, 1999-072, 1999-073, 1999-074, 1999-075 and 1999-076 were reviewed by the Technical Committee.

On March 28, 2000 NPA 2000-058 was presented at the Technical Committee meeting.

The Harmonization of Certification Process Aeronautical Products & Parts (File 2100-51-5A-9)      
Aging Aeroplane Rulemaking and Harmonization Initiatives The Final WG Report was presented to a Joint Technical Committee meeting of Parts V Aircraft Certification, Part V Aircraft Maintenance and Manufacturing, Part VI General Operations and Flight Rules and Part VII Commercial Air Service Operations on September 13, 2007.  There was one dissent attached to the WG report which was reviewed by the CARC on October 4, 2007.  The CARC declined the dissent.    
New Accountability Framework in Aircraft Certification The final WG report was presented to the Part V Aircraft Certification Technical Committee on September 11, 2007.  The VANDARs submitted a letter of concern with how the CARAC process was followed with respect to this WG.  The letter of concern and the proposed response to the VANDARs was reviewed by the CARC at the December 11, 2007 CARC meeting.  The CARC supported the proposed response to the VANDARs prepared by the CARAC Secretariat.    

Part V Aircraft Maintenance & Manufacturing

The Impact of Fatigue on Aircraft Maintenance Personnel in the Canadian Aviation Industry WG (File 2100-51-5M-10) CARC DR 2002-05-17
The Working Group is now closed. Discussions on the subject will continue at the September 2002 Technical Committee meeting.
March 9-10, 2004, Four NPAs were presented to the Part V M & M Technical Committee and were withdrawn. (NPAs, 2004-10, 2004-11, 2004-12, 2004-13).

In Sept and Dec 2004 NPAs 2004-047 and 2004-049 were presented to the Joint Part V M & M and Part VII Tech Committee. The NPAs were accepted as revised with dissent.

On 2005-05-31 NPAs 2004-047, 2004-049, 2004-059, 2004-060 and 2004-061 were presented to the Joint Part V M & M and Part VII Tech Committee.  NPAs 2004-059, 2004-060 and 2004-061 were withdrawn.  NPA 2004-047 was accepted as presented with dissent.  NPA 2004-049 was accepted as revised with dissent.
 
AME Licensing Control WG (File 2100-51-5M-2) WG recommendations presented to Tech Comm on 28 Oct. 96.  Of concern were the proposed definitions of the M1/M2 Licence and the WG’s non consensus with respect to the retention of the P. licence.  The Tech Committee recommended that the standards be reworked to ensure standardization across the country and eliminate the P licence.  CFAMEA indicated they would dissent. 

CARC decided that the definition of the M1 and M2 licences would be the definition recommended by the AME Licensing Working Group.  With respect to the P Licence the CARC decided as follows:
  • Industry will be responsible to prepare a credible training package within a defined period of time.
  • Once an implementation date is determined, structured training will be required.
  • If industry is unable to produce a credible training package within a reasonable time frame (ex. one or two years) TCCA will stop issuing the P licence.
  • The Aircraft Maintenance Training Standards Working Group will not be delayed to prepare the P licence training package.
The CFAMEA representative agreed that 2 years was a reasonable period of time from the date of implementation of the M licence.  It was agreed by the Tech. Committee that the due date for the P licence training standard would be January 1, 2000.  TCCA will decide whether this training is to include propellers and engines or be limited to propellers only.
   
Aircraft Maintenance Training Standards WG – STD 566 – Approved Training Standards & Curriculum & Topic Guide The WG Final Report was presented to the Technical Committee on September14, 1998. The Technical Committee accepted the WG report.  The members in attendance agreed to recommend to the CARC that the hands on training for rotorcraft be increased to 15% provided it was clarified that the 15% of the 100% of type training would not change the current training practice in which consists of a combination of individual hands on, demonstration and group training.

At the December 7, 1998 Technical Committee meeting the Technical Committee was requested to review the report again with a view to recommending an increase in hands on training for fixed wing aircraft to 15%.

The Technical Committee was unable to come to a consensus on this point.

On December 11, 1998 the Regulatory Committee decided to accept the recommendation of the WG.  Hands on type training will be 5% for both fixed wing and rotorcraft.
April 26, 99 the Tech. Comm was informed that the Regulatory Committee had accepted the recommendation of the Working Group on Aircraft Maintenance Training Standards to have the hands-on type training at 5% for both fixed wing and rotorcraft.

Approved Aircraft Parts Regulatory Review WG Following Status Report to Tech. Committee at July 3-4, 97 meeting, Tech. Committee agreed that TCCA could draft NPAs.  Final WG report presented to Tech. Committee on Feb.11, 98. The Tech. Committee accepted the WG report and made further recommendations.  There was one dissent which will go to the CARC with the WG report. Some NPAs accepted by Tech. Committee at Feb 11, 98 meeting.  Other NPAs to be revised and presented again at the next Tech. Committee meeting (April 23-24, 98).

Specialized Maintenance – Avionics WG (File 2100-51-5M-6) Sept 14, 1998

WG Report accepted with exception to suggested revision to CAR 571.12, Reporting major repairs and major modifications.  It was agreed that the WG was outside its TORs with respect to this.

It was anticipated that the Avionics WG will be presenting the results of its further review on NPA 1998-248 (paragraph 4(b); NPAs setting out the checks and balances for non AMEs changing cards (removal and replacement of avionics components that are rack mounted); and a review of the tachometer issue will be discussed.  

April 26, 1999 Tech Comm meeting.

The final report of the Working Group (WG) was presented and was accepted with a few revisions.

Par. (a) is accepted with the exception that (vi) needs to be clarified in regards to specialized and standard work;

Par (b) is accepted with a minor correction to be made where the proper reference should be TSO C91ACQ1a.

Information Note is accepted.

The next step will be to format the Working Group Report into NPA format for approval at the September Technical Committee Meeting.
December 7, 98 NPAs 1998-246, 1998-247 and 1998-248 were presented to the Technical Committee.  
Special Certificate of Airworthiness Owner-Maintenance Eligibility Criteria WG (file 2100-51-5M-7) The Final Report of the WG was accepted at the December 7, 1998 Technical Committee meeting.  The Technical Committee recommended the addition of sail planes to Standard 507.03(6)(e)(viii).  Herb Cunningham, Co-Working Group Leader informed the Committee that the Working Group wouldn’t object to this addition.  It was explained to the Technical Committee that it was not the intention to exclude any aircraft currently on the list.  An NPA reflecting the recommendation of the Working Group and Technical Committee will be presented at the April 26, 1999 Technical Committee meeting. April 26, 1999

NPA 2003-295 was presented to the Tech Committee on Nov 25-26, 2003.  This NPA was accepted.

Recreational Aircraft WG The WG Final Report was presented at the January 11th and 12th, 2007 Part V Aircraft Maintenance and Manufacturing Technical Committee meeting.  Dissents were submitted by the following Technical Committee members:  Pratt & Whitney Canada, Jodi Diamant Boustead, RAA Canada and EAA Canada.  The Final Report along with the dissents were submitted to CARC, on April 24th, 2007.

During the April 24th, 2007 CARC meeting, the CARC decided that as this file was “caught in the middle” of the new process requiring the conduct of a risk assessment, that the dissents would be considered during the conduct of the risk assessment rather than by the CARC at the April 24th meeting.  The preparation of NPAs will require the approval of CARC following the risk assessment.
   
Variable Pitch Propeller WG WG Final Report presented at Feb 29, March 1, 2, 2000 Tech Comm meeting.  Tech Comm accepted the report without modifications.  Next step is to prepare an NPA.    
563 – Distribution WG WG Report presented at Feb 20, 21, 2002 Tech Comm.

Final WG Report accepted by the CARC on May 17, 2002.

Part VI

Obstruction Marking and Lighting Standard 621.19 WG (File 2100-51-6-12) This working group was closed at the November 20, 2007 Part VI Technical Committee meeting as it had completed its mandate under the original TOR. NPAs 2003-312 and 2003-311 were presented to the Part VI Tech. Committee at the Dec 9-10, 2003 Part VI Tech Committee meeting. Further work is required to complete the WG mandate as per the TOR, i.e. lighting & marking of wind generating turbines. The revisions to NPA 2003-312 include the removal of all portions relating to the CL865R light unit, pending further work in this area. Further consultation will take place in 2004.


NPAs 2003-311 and 2003-312 were approved by the CARC on January 21, 2004.

Operations at or in the Vicinity of an Aerodrome WG (File 2100-51-6-11) The WG was cancelled with the approval of the Part VI Technical Committee at the November 20, 2007 Technical Committee meeting.    
Carriage of External Loads WG (File 2100-51-6-7)   NPAs on carriage of External Loads (float planes) prepared to be presented to Tech Committee in 2008/2009 fiscal year.  This pertains to CAR 605, 702, 703 and 101.  
CAR 604 – Flight and Duty Time Limitations WG (File 2100-51-6-3)      
CAR 604 – Applicability Study WG (File 2100-51-6-2)      
Operation of Non Type-Certified Historical, Ex-Military, and Exhibition Aircraft WG (File 2100-51-6-8) & (File 2100-51-6-13) The Final WG Report was tabled at the Technical Committee at the 1998-10-26 meeting.  The ATAC representative stressed that Appendix 3 attached to the report should be read as a dissent from his organization. He reiterated his organization’s position that non-certified aircraft may fly in Canada recreationally, that is with up to four occupants, but not for any form of remuneration.

The Technical Committee members discussed recommendation No.3 suggesting that aviation museums registered as charitable organizations should be authorized to conduct limited revenue flights. The members did not accept this recommendation.

As per the recommendations No.2 (a), (b) and (c) of the final report, the Technical Committee further recommended that Transport Canada be tasked to develop regulations for the approval of passengers on non-type certified aeroplanes that are originally designed and equipped for up to four occupants; and for the approval of passengers on helicopters and other aeroplanes that are originally designed to provide for over four occupants, subject to the approval by the Minister of the seating configuration. ATAC expressed its dissent stating that the maximum number of occupants, regardless of the situation, should be four.
   
Regulations Respecting Parachuting Activities WG (File 2100-51-6-9) The Final WG Report was tabled at the Technical Committee on 98-10-26. The WG report was accepted with a dissent from CUPE. The CUPE representative brought to the attention of the participants the disjunction between Dr. Béchard’s comments and the conclusions of the final report. He stated that the coroner is suggesting that the standards of the industry are inadequate.  The CUPE representative stressed that he could not accept this report because of this disjunction and that the report should have been circulated to the coroners for validation.

The nine recommendations put forward in the outline sent with the WG final report were reviewed by the participants and accepted. The final report was accepted by the Technical Committee with the dissent of CUPE as noted.

Survival Equipment WG (File 2100-51-6-10) Final Report presented at the June 2000 CASO meeting.

An additional meeting is scheduled for October 16 & 17, 2000 to discuss CUPE dissent and comments submitted by other members.

The WG final report along with a summary of CUPE’s dissent was presented for CARC’s consideration in January 2005. Commercial and Business Aviation has been tasked to draft NPAs based on the Working Group’s recommendations.  The working Group is now closed.
   
Take-offs, Approaches and Landings within Built-up Areas WG (File 2100-51-6-6) Working Group Final Report tabled and accepted at the Oct 28, 1997 Technical Committee meeting.

Regulations Respecting Take-off Minima, Landing, Minima and Approach Ban WG (File 2100-51-6-5)   NPA 1999-146 (602.128)(1) Landing Minima) and NPA 1999-147 (602.129 and 602.30) were presented to the Technical Committee on September 9, 1999.  NPA 1999-146 was accepted by the Technical Committee.  NPA 1999-147 was withdrawn.

NPA 2000-194 was presented to the Technical Committee on June 27, 2000.  NPA 2000-194 was accepted.

Contaminated Runway Turbo-Jet Take-Off Performance WG (#9) This is for both Take-Off and Landing Performance

WG mandate not completed but a report with recommendations presented Dec 7-9, 99 to Technical Committee.  Tech. Comm. Accepted the report.
Dec 7-9, 99. Two NPAs on turbo-jet (NPAs 1999-236 and 1999-237).  NPAs accepted.  Recommendation on revised implementation date to go to CARC.

CARC DR – Oct 29, 2003

Transport Canada is evaluating the results of what appears to be the FAA/JAA’s failure to harmonize. NPAs were presented at the CASO meeting in February 2003 dealing with contaminated runway. The introduction of these NPAs have resulted in the creation of the Contaminated Runway Turbo-Jet / Turbo-Prop Landing Performance Working Group.

NPAs 2005-034 (replalces 2003-030), 2005-035 and 2005-036 were presented to the Part VII Technical Committee on October 18-20, 2005.

NPAs 2005-034 (replaces 2003-030), 2005-035 (replaces 2003-029), 2005-036 were presented to the Part VII Technical Committee on May 30-June 1, 2006.
 
Contaminated Runway Turbo-Jet/Turbo-Prop Landing Performance WG See above.

The WG’s Final Report, containing 3 dissents, dated 10 August 2005, was presented at the October 2005 CASO meeting, accepted by the Technical Committee, and was reviewed at the March 7, 2006 CARC meeting. All three dissents were declined.

Three NPAs were presented and accepted at the May 2006 CASO meeting and are undergoing the regulatory review process.  Other recommendations from the Working Group are to be dispositioned through the CAIRS process.
 
CASO WG (#10) (File 2100-51-7-11)      
Special Authorization Category II (SA CAT II) This WG is currently on hold.    
Aircraft Operations in Airborne Icing Conditions WG (#11) (File 2100-51-7-12) Dec 5,6,7, 2000.  No final report required because NPAs were the last action items. June 17, 18, 1997 some NPAs were presented to CASO prior to the WG Tabling its Final Report.  The Technical Committee agreed to this process as the NPAs were the result of complete consensus within the WG.  
Medical Evacuation (MEDEVAC) Operations WG (#12) (File 2100-51-7-13) Dec 7-9, 99 Tech. Comm. dismissed the WG following discussions on TCCA report presented.  Tech. Comm. recommended adopting Option 2 in TCCA report.  Other issues identified by members were to be discussed at the next CASO meeting.

Parachute-Jumping Aerial Work Operations WG (#13) (File 2100-51-7-14) Final WG Report submitted to the Technical Committee at the December 1998 CASO meeting. Corrections made to the report by the Tech Committee during the June 8-10 CASO meeting. NPA 2003-020 was presented to the Part VI Tech Committee on Dec 9-10, 2003.  
Performance Standards WG (#14) (File 2100-51-7-15) Final WG Report submitted to Tech Committee on Dec 5, 2000.

Gravel runway – Final Report presented on June 19, 21, 22, 2001.  Other work ongoing.  Tech. Comm. accepted the report.

CARC DR – Oct 29, 2003

The PSWG’s recommendations concerning the outcome of the Gravel Runway Operations Working Group (GROWG) were presented at the June 2001 CASO meeting.

NPAs on those issues on which the WG reached consensus were presented at the February and September 2003 CASO meetings.

The PSWG may reconvene to discuss performance-related issues as required in the future

The PSWG’s recommendation on gravel runway operations will proceed.

NPA 2003-031 was presented to the Part VII Tech Committee on Feb. 25-26, 2003.

NPA 2003-216 (Gravel Runway Operations (GROG) WG recommendation to PSWG) was presented to the Technical Committee on Sept 10-12, 2003.
 
Prohibition Against Interference with Crew Members (previously “Abusive and Unruly Passengers”) WG (#15) (File 2100-51-7-16) Final WG report presented to the Tech. Comm. on Dec 5, 6, 7, 2000.  There were five outstanding actions to be addressed before Tech. Comm. develops a recommendation on the Final Report.

June 19, 21, 22, 2001 Tech. Comm. accepted addendum to final report with a dissent from CUPE.

NPAs were presented at the June 2001 CASO and GO&FR Technical Committee meetings. These NPAs were approved with revisions by CARC in August 2001 and have been submitted to the Department of Justice for legal review.

5 NPAs were presented at the December 2001 CASO which propose procedures for denying transportation, air operators to establish procedures to prevent and manage incidents of interference against crew members and training program on Interference with Crew Members and Unruly Passenger.

From June 26, 2007 CARC DR

The TC MMEL Working Group met on March 26, 2007 in Ottawa.

Revision 7 was converted to Revision 1 of the Second Edition. These changes will be presented at a future Part VII Technical Committee meeting. The Decision Record of the WG meeting has been distributed to the members.
 
Training Programs WG      
Flight Attendants Requirements WG   NPAs 2004-016 to 2004-027 were presented at the April 2004 Part VII Technical Committee Meeting and submitted with dissents at the March 14, 2005 CARC meeting.  CARC approved the NPAs including NPAs 2005-083 and 2005-084 created following revisions made to NPAs 2004-016 and 2004-017. Safety Equipment WG Final Report to Part VI Tech. Committees on Oct 24-26, 94.  Report was to be reviewed and any issues raised at the next Part VI Tech Committee meeting.  Once Part VI has completed its review the WG report will go to the Part VII Technical Committee.


The WG report was provided to the Part VII Technical Committee members on Oct 24-26, 2004.  

The WG report went to CARC in 1995.  CARC agreed with some of the dissents that came from the Technical Committee level.

Wet and Contaminated Runway WG Final WG Report presented to the Technical Committee on June 18, 1997.  The Technical Committee sent the WG Report back to the WG to complete outstanding consultations.  The WG report should be split into sections for WG review so that the Wet Runway section can be considered as an NPA.    
Flight Attendant Training Standard – Re-qualifications WG      
Additional Operational Requirements WG The Tech Comm. was advised on Dec 5,6,7, 2000 that no final report was needed because the NPAs were the last action items.  All items in the TORs were dealt with by either rules published or NPAs presented.  The Tech. Comm. recommended that the WG be disbanded. ACAS

NPA presented and accepted as revised with dissent at the June 2000 CASO and GO&FR meetings.  The dissent to NPA 2000-130 was declined by the CARC.  NPA 2000-130 was replaced with NPA 2003-301 which was subsequently withdrawn.


TAWS

NPA presented and accepted with dissent at the June 2000 CASO and GO&FR meetings.  The CARC partially accepted the dissent and amended NPA 2000-131. It was subsequently withdrawn and replaced with NPA 2003-095.  NPAs 2003-097, 2003-098, 2003-099, 2003-100, 2003-101, 2003-102, 2003-103, 2003-104, 2003-105 presented to Part VII Tech Committee on Feb 25-27, 2003.

The Final Report was presented at June 2001 CASO. A matrix of non-consensus items was tabled at the Feb 2003 CASO. Both the Final Report and the dissent from CUPE were presented at the January 21, 2004 meeting of CARC. The CARC declined various parts of CUPE’s dissent; however, the Chair directed the Commercial and Business Aviation Branch to monitor and/or research various issues, as listed in the CARC decision record of January 21, 2004.

NPAs on those issues on which the WG reached consensus were tabled and accepted at the December 2001 CASO meeting. AARXF has undertaken to conduct an analysis of the non-consensus items. The results were reported to the Technical Committee at the meeting of February, 2003.

CUPE dissented to the Final Report and will prepare a summary of their position for consideration at a future CARC meeting.

Criteria for the Development of Instrument Procedures (TP 308) WG   From CARC DR – March 25, 2005 Thirteen NPAs introducing changes to TP 308 standards were accepted by the Technical Committee on November 13, 2003, with a dissent from NAV CANADA. The dissent will be presented for CARC’s consideration at a future meeting. One NPA will be presented at the May 2004 Technical Committee meeting.

From June 26, 2007 CARC DR

The final report and package of CAR 823 standards will be presented at the next Part VIII Technical Committee Meeting.
 
CNS/ATM Systems WG The Technical Committee reached consensus at the November 23, 2000 meeting that the Working Group should be dismissed.    
Meteorological Observation and Reporting Standards (MORS) CAR 804/824 From CARC DR May 20, 2003

The Working Group final report was presented to the Part VIII Technical Committee on May 7, 2003. A total of 33 of the 35 recommendations were accepted by the Technical Committee with one outstanding dissent and one recommendation subject to further consideration by one member. The Technical Committee concurred that rulemaking could proceed related to the accepted recommendations. Under the direction of the Technical Committee, an extraordinary meeting of the working group was held May 8, 2003 during which a provisional resolution to the matter of dissent was reached. An Addendum to the Final Report was presented at the Nov 13, 2003 Part VIII meeting along with associated NPA's.

From Oct 29, 2003 CARC DR

The Part VIII Technical Committee accepted the Final Report of the Working Group on November 13, 2003 together with the Addendum tabled the same day. This Addendum was intended to resolve a dissent that originated from within the Working Group. The Part VIII Technical in the Final Report, in light of ACPA dissent filed after the May 2003 Technical Committee meeting. The Chair of the Technical Committee directed that the ACPA dissent be deferred until the next Technical Committee meeting and NAV CANADA was tasked to prepare a proposal with respect to the Recommendation # 31.


NPAs 2004-031 and 2004-032 were presented to the Part VIII Technical Committee on May 5-6, 2004.

NPAs 2004-032 and 2004-032 were approved by the CARC on Sept. 8, 2004.

Air Traffic Services – Subpart 801 WG The Final Report of the Working Group was tabled at the Part VIII Technical Committee on May 5 & 6, 2004. The Technical Committee agreed that the WG had met the requirements contained within the TORs.  There were some dissents to the WG Report which were presented to the CARC.  The dissents were declined by the CARC.  NPAs 2004-145 and 2004-147 were presented to the Technical Committee on January 18-19, 2005.
