Notice Summary
Issue
First Aid Kits, including medical and veterinary kits containing dangerous goods transported by aircraft.
Position
First Aid Kits containing articles or substances meeting the criteria for inclusion in one of the nine classes of dangerous goods must be transported in compliance with the Transportation of Dangerous Goods Regulations (TDGR), Part 12 – Air and the International Civil Aviation Organization Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO TI’s):
Introduction
This Notice pertains to the transport of First Aid Kits containing dangerous goods, and is of importance to Air Operators and persons or organizations, such as medical practitioners, physiotherapists, first aid attendants, athletic therapists, medical staff of Sports Teams, and veterinarians and their assistants.
Regulations governing the transport of First Aid Kits containing Dangerous Goods
The Transportation of Dangerous Goods Regulations (TDGR) and by reference the International Civil Aviation Organization Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO TI’s) regulate the transport by air of First Aid Kits containing dangerous goods to, from and within Canada.
TDGR Requirements
Note: First Aid Kits containing dangerous goods must be handled, offered for transport, or transported by individuals trained in accordance with the appropriate provisions of Part 12 – Air of the TDGR
Section 12.1 – The main requirements governing the transport by air of First Aid Kits are found in the ICAO TI’s which are adopted into law by Section 12.1 of the TDGR.
Section 12.14 – Medical Aid, and 12.15 – Air Ambulance establishes the conditions governing the transport of dangerous goods, including First Aid Kits, when travelling to or from a site where medical aid is or was needed.

First Aid Kits are exempted from the TDGR under the following conditions:

First Aid Kits Transported as Cargo
Note: First Aid Kits containing dangerous goods must be handled, offered for transport, or transported by individuals trained in accordance with the appropriate provisions of Part 12 – Air of the TDGR.
Except as otherwise provided for in the ICAO TI’s, no person may offer or accept dangerous goods cargo by air unless those goods are properly classified, documented, packaged, marked, labeled, and in the appropriate condition for transport.
