
Recent changes adopted by the International Civil Aviation Organization (ICAO) underpin the need for member states to have national certification programs for all flight training institutions that provide training leading towards a multi-crew pilot licence (MPL).
Canada is currently in the process of developing an innovative regulatory framework that addresses the issues associated with the MPL and the transport category aeroplane type-rating training environment. This new framework, which will soon be introduced by Transport Canada, will be a performance-based set of regulations, Subpart 407 of the Canadian Aviation Regulations, within which certain flight training institutions will effectively operate. These proposed rules and codes of conduct are designed to be resilient to change and responsive to aviation industry’s attempt to introduce new efficiencies and innovations in conducting flight training.
