Who Verifies Photographs?
Canadian Aviation Regulations require that someone verify the photograph submitted with the "Application for Aviation Document Booklet" form is a true likeness of the applicant.
Transport Canada (TC) accepts verifiers (TC delegates and others as described below) regardless of how long they have known the applicant.
- A Verifier who has known the applicant for at least 2 years can verify identity based on personal familiarity.
- A Verifier who has known the applicant for less than 2 years must verify identity based on appropriate government issued photograph identification.
The verifier can be one person from the following list or any other guarantor in accordance with Passport Canada:
- A person who has a delegation of authority issued by the Minister of Transport in Canada to perform functions in support of civil aviation, such as an authorized person (AP) at a flight school or other commercial operator, a pilot examiner (PE), an authorized examination invigilator (AEI), a civil aviation medical examiner (CAME), an approved check pilot (ACP), among others,
- A Transport Canada Civil Aviation employee who has been assigned verifying duties by a manager,
- A holder of a valid Canadian passport, A Canadian or British diplomatic or consular representative, or
- A foreign person outside of Canada from the following list who is legitimately qualified in the country they reside in:
- A foreign aviation medical examiner or Medical doctor
- A foreign Dentist
- A foreign Judge
- A foreign Practicing lawyer
- A foreign Magistrate
- A foreign Mayor
- A foreign Notary public
- A foreign Police officer
- A foreign Signing officer of a bank
NOTE:
Canadian licence holders may have their photo verified by any person accepted by Passport Canada as a guarantor.
