Getting certified as a Category II and III (all-weather) operator

To fly and land aircraft in conditions like heavy snow or rain, all air operators must have a Category II or III (CAT II/III; all-weather) certification. This certification shows that an individual or company meets requirements for:

  • aircraft standards – including, for example:
    • visibility
    • communications equipment
    • ice and rain protection
  • flight crew qualifications
  • designated airport equipment and maintenance

Transport Canada's Manual of All-Weather Operations (CATEGORIES II and III) (TP 1490) outlines in detail the technical specifications for getting certified. This manual is incorporated by reference under the Canadian Aviation Regulations, Part VI, Subpart 2, Section 128(4) and Part VII, Subpart 4, Section 36.
