Implementation Procedures for Safety Management Systems for Airport Operators

The Regulations Amending the Canadian Aviation Regulations (Parts I, III and VIII) relative to Safety management Systems will be published in Canada Gazette Part II on December 26th, 2007 with an in force date of January 1st 2008. Two exemptions to facilitate the phased implementation and an Advisory Circular will be in place by January 1, 2008.

For the large airports, (CAR 302.500 (1)) the exemption contains those milestone dates.

  1. Before March 31, 2008
    1. Ensure that the Accountable Executive submits the signed statement required by CAR 106.02(1)(c); and
    2. Complete Phase One of the SMS implementation phases outlined in the Advisory Circular 300-002 titled “Implementation Procedures for Safety management Systems for Airport Operators”.
  2. Before March 31, 2009, correct any deficiencies in the project plan submitted as part of Phase One that have been identified by Transport Canada and complete Phase Two of the SMS implementation phases;
  3. Before March 31, 2010, complete Phase Three of the SMS implementation phases in accordance with the project plan; and
  4. Before March 31, 2011, complete Phase Four of the SMS implementation program in accordance with the project plan.

For other airports, (302.500 (2)), a similar exemption will be in place ready for January 2009 and an exemption allowing the extension of the appointment of the accountable executive as per 106.02(1)(c) for 8 months will be in place for January 2008.

The advisory circular titled “Implementation Procedures for Safety Management Systems for Airport Operators” will be published on the web for January 1st 2008.
