Subject: Recommendations for Entering Enclosed Spaces Aboard Ships

The 20th Assembly of the International Maritime Organization ( IMO ) at its 20th session adopted the attached Recommendations for entering enclosed spaces aboard ships (A 20/Res. 864). The object of these Recommendations is to encourage the adoption of safety procedures aimed at preventing casualties to ship's personnel entering enclosed spaces where there may be an oxygen deficient, flammable and / or toxic atmosphere.

These Recommendations will replace the current Appendix F of the IMO Code of Safe Practice for Solid Bulk Cargoes ( BC Code) and Ship Safety Bulletin number 15/91.

Entry into enclosed spaces should be planned and the use of an entry permit system is recommended. An Enclosed Space Entry Permit should be issued by the master or nominated person, and completed by a person who enters the space prior to entry. An example of the Enclosed Space Entry Permit is provided in the appendix to the Recommendations.

Mariners and any person who might be required to enter any enclosed space on a ship are urged to become fully familiarized with these recommendations and apply them as appropriate to all ships.
