Subject: Reminder: The Transitional Period under Marine Personnel Regulations Section 184 to obtain Certificates of Competency ends July 1, 2012
This Bulletin reminds anyone who began a certificate or certificates of competency under the previous Marine Certification Regulations (MCR) that the 5-year transitional period for obtaining certificates will end on July 1, 2012.
This bulletin applies only to someone who began a certificate or certificates of competency (CoC) under the previous MCRand did not complete it.
A five-year transitional period began after the day the Marine Personnel Regulations (MPR) came into force. It exists for people who had already started to acquire qualifying service and successfully passed at least one examination required to obtain a certificate of competency under the MCR.
All such applicants who meet Marine Certification Regulations (MCR) requirements as they read immediately before the entry into force of the Marine Personnel Regulations (MPR) will obtain the equivalent ranking certificate identified in MPR Part 1, Schedule 1. If an equivalent ranking certificate does not exist, they will receive a certificate of the rank immediately below.
Anyone who has obtained a certificate under section 184 is part of the new MPR system. Those wishing to obtain a higher certificate will have to fulfill all the requirements for that certificate set out in the MPR.
Marine Personnel Regulations
The transitional period under section 184 of the MPR ends on July 1, 2012.
All candidates who began a certificate or certificates of competency under the previous Marine Certification Regulations must complete their certificates of competency before July 1, 2012.
Candidates that do not complete their certificate of competency on time will have to meet the full requirements of the Marine Personnel Regulations for the certificate they want to receive.
All nautical examinations that candidates pass between July 1, 2007 and July 1, 2012 towards a CoC under the MCR, will be treated in accordance with the examination equivalency table set out in publication TP 2293 - The Examination and Certification of Seafarers Chapter 4, Section 4.7, Table IX. These will remain valid for 5 years from the examination date.
Transport Canada Marine Safety advises all candidates that began a CoC under section 184 of the MPR to make sure they complete their certificate of competency under the Marine Certification Regulations before July 1, 2012.
