Application Process for Compliance Notices

Transport Canada will continue to produce Compliance Notices until April 29, 2011. After that date manufacturers and importers will be responsible for producing Compliance Notices.

To order Compliance Notices from Transport Canada, follow the process below.

A Declaration of Conformity (form no.80-0009) must be produced for each model of vessel. A Statutory Declaration is acceptable for 2 years after the coming into force of the new Small Vessel Regulations if it was made before August 15, 2010.

The Small Vessel Information for Compliance Notices (form no.80-0011) must be provided with full details of the model when a Statutory Declaration is submitted. This form is not required when a Declaration of Conformity form is submitted.

For vessels not exceeding 6 metres (19 ft 8 in) in length the Application for a Compliance Notice form must be fully completed for the appropriate vessel type:

Photographs or professional drawings with identification of the vessel showing side-view parallel to the ground, back view parallel to the ground, and interior of each model showing general arrangement (which includes helm position, storage and motor well) must be submitted. If submitting photos, please clearly identify the company and model names and/or numbers. 

The Small Vessel Compliance Notice Order (form no. 80-0015) must be completed.

The service standard for production of Compliance Notices by Transport Canada is thirty (30) working days, excluding shipping time, from the date of receipt, by Transport Canada, of a fully completed submission for NEW vessels.

Any incomplete submissions or submissions with missing documents will be returned and will cause delays in processing. The service standard will apply from the day the complete and accurate information is received from the manufacturer or importer.

Before issuing Compliance Notices Transport Canada will submit to manufacturers or importers the calculated maximum recommended safe limits to be printed on the Compliance Notice for acceptance.

Repeat Orders

To re-order labels for a model that is already accepted, only the Small Vessel Compliance Notice Order (form no. 80-0015) need be completed.

For a vessel that was accepted under an edition of the Small Vessel Regulations or the Construction Standards for Small Vessels (TP 1332) that is not the same as the one in force at the time of the new order, a new evaluation of the maximum recommended safe limits or a complete new application may be required. Transport Canada will advise the manufacturer or importer if any additional information is required before issuing the new Compliance Notices.

The service standard for production of Compliance Notices from the date of receipt, by Transport Canada, of a fully completed submission for repeat orders of labels for models not requiring an evaluation is fifteen (15) working days, excluding shipping time. If a model needs to be evaluated, the standard thirty (30) working days should be allowed.

Any incomplete order or order with missing documents will be returned and will cause delays in processing. The service standard will apply from the day the complete and accurate information is received from the manufacturer or importer.
