The Canada Shipping Act, 2001 and the Canada Labour Code are the two pieces of domestic legislation that govern Flag State Control inspection regime. This legislation applies to all domestic vessels, both in Canadian waters and foreign going.
This legislation incorporates the international conventions and standards set by the International Maritime Organization and the International Labour Organization with respect to ship inspection. These are:
International Convention for the Safety of Life at Sea (SOLAS),
International Convention for the Prevention of Pollution from Ships (MARPOL),
Convention on the International Regulations for Preventing Collisions at Sea, 1972 (COLREG), and
International Labour Organization Convention No. 147 Merchant Shipping (Minimum Standards) (ILO 147).
