- Group 4: Service Standards for Navigable Waters Protection Program
- Group 5: Service Standards for vessel registration, inspection and certification
- The program issues safe manning documents to Canadian vessels, where the authorized representatives have made an application and prerequisites are met in accordance with the Marine Personnel Regulations and related procedures.
- The program maintains records on all vessels that have made an application.
Service standard:
- Issuance of a safe manning document that complies with the Marine Personnel Regulations, Safety Convention vessel
15 working days after receipt of complete application (10 working days if for renewal) - Issuance of a safe manning document, valid for a maximum of 5 years, Non-Safety Convention vessel
15 working days after receipt of complete application (10 working days if for renewal) - Issuance of a safe manning document, valid for a maximum of 5 years, Mobile Offshore Unit
15 working days after receipt of complete application (10 working days if for renewal)
Performance target:
The target for achieving this standard is set at 80%.
Performance results:
Information management systems and data registers are being developed to successfully report on performance by FY 2016-17.
Apply for:
The ship owner’s authorized representative will complete the application titled “APPLICATION FOR MINIMUM SAFE MANNING DOCUMENT” (at http://wwwapps.tc.gc.ca/Corp-Serv-Gen/5/Forms-Formulaires/search), provide supporting documents and send to a Transport Canada Marine Safety and Security Examination Centre by mail.
