Examining its strategic context and challenges led to establishing Marine Safety program key results and their objectives, which will allow us to achieve our mission in the years to come. They can be considered under four broad categories:
1. Consistent and effective compliance and enforcement activities
To achieve this, the Marine Safety program will:
1.1 Ensure that all tools and practices pertaining to the safety of human life on waterways and to the protection of the environment are adequate, integrated, risk-based, effective and efficient, adaptable to meet industry growth/demand and conducive to Safety Management Systems;
1.2 Raise the degree to which the marine community exceeds the minimum required standards;
1.3 Enhance the pollution prevention regime;
1.4 Advance measures to reduce greenhouse gases emitted from ships;
1.5 Protect the public right of navigation by reviewing and regulating works constructed in navigable waterways;
1.6 Ensure that Canada meets its international obligations under bilateral and multilateral navigation and shipping agreements;
1.7 Maximize alternative program delivery opportunities;
1.8 Develop a new risk-based domestic inspection program;
1.9 Develop a new administrative enforcement scheme to promote compliance with regulatory requirements; and
1.10 Strengthen its National Technical Training Program.
2. Education and awareness of safe and environmentally sound marine practices are fuelled by an understanding of risks and their proactive management
To achieve this, the Marine Safety program will:
2.1 Develop and implement comprehensive and targeted education and awareness plans to increase the knowledge in the marine community and of the general public of safe and environmentally sound marine practices and of the marine regulatory regime; and
2.2 Engage key players, through strategic alliances, to extend communication in their areas.
3. Continuous improvement, effective leadership and sound management practices in program delivery
To achieve this, the Marine Safety program will implement an internal Integrated Management System, which will:
3.1 Strengthen the risk-based approach in all decision making, including resource allocations/reallocation for program activities to achieve responsible spending and results;
3.2 Adopt an integrated business planning framework consisting of integrating risk management, performance measurement and improved planning and reporting culture and tools in support of sound management practices and continuous performance improvement;
3.3 Leverage alternative data sources, both internal and external, to support effective and efficient program management;
3.4 Forge relationships with other government departments in order to influence their regulatory and program services;
3.5 Enhance our recruitment, retention, competency program, succession planning, as well as developing a stronger continuous learning program for our employees;
3.6 Enhance our quality assurance program in support of an Integrated Management System;
3.7 Create a functional organization structure, tools and procedures that promote and facilitate efficient program delivery;
3.8 Strengthen and maintain communications to establish clear functional direction to managers and staff within and between headquarters and regions and amongst the regions themselves and within the regions; and
3.9 Manage and implement a continually renewed comprehensive information management/ information technology strategy.
4 . Harmonized and effective Marine Safety policy and regulatory framework focused on performance and risk management.
To achieve this, the Marine Safety Program will:
4.1 Streamline, harmonize and develop, through a robust consultation process, a performance-based regulatory scheme that encourages viable, effective, economical and environmentally sound marine transportation and commerce;
4.2 Streamline, harmonize and develop, through a robust consultation process, a performance-based regulatory scheme that encourages the viable, effective, economical and environmentally sound usage of Canadian waters by recreational boaters;
4.3 Modernize and harmonize a performance based regulatory scheme that enables the viable, effective, economical and environmentally sound development and rehabilitation of infrastructure impacting our Canadian waters;
4.4 Strive to ratify international instruments quickly to align Canada's legislative framework with international marine safety developments;
4.5 Conduct and/or leverage risk-based initiatives in support of a modern, innovative and efficient regulatory scheme;
4.6 Develop and implement safety management systems for domestic shipping; and
4.7 Assess the user fee structure for marine safety services.
