1.1. The purpose of this memorandum of understanding ( MOU ) is to establish a joint administrative arrangement between Human Resources Development Canada - Labour Branch ( HRDC -Labour) and Transport Canada for the application and enforcement of the Canada Labour Code, Part II (the Code) in the federal transportation sector.
