The general requirements for a Passenger Safety Management certificate or endorsement are listed in section 157 of the Marine Personnel Regulations. The requirements for the certificate or the endorsement are essentially the same, only the format changes: an applicant who holds any other STCW-endorsed certificate will be issued an endorsement to that certificate, while an applicant with no other STCW certificate will be issued a stand-alone certificate.
This certificate or endorsement is valid on a vessel that carries a passenger, and is required under subsection 229(2) and section 230 of the Marine Personnel Regulations for a person on the muster list assigned with the duties listed in those sections of the Regulations.
