Subject: Celebration of the IMO World Maritime Day Parallel Event in Argentina (7 and 8 October 2010)

The Secretary-General of the International Maritime Organization and the Secretary of Foreign Affairs of the Argentine Republic have the honour to invite interested parties to join them in the celebration of this year's World Maritime Day Parallel Event in Argentina, details of which are provided in the attachment.

CELEBRATION OF THE IMO WORLD MARITIME DAY PARALLEL EVENT IN BUENOS AIRES, ARGENTINA (7 and 8 October 2010)

The IMO Council having accepted, at its 102nd session in June-July 2009, the offer of the Argentine Government to host the 2010 World Maritime Day Parallel Event, the Secretary-General of the International Maritime Organization and the Secretary of Foreign Affairs of the Argentine Republic have the pleasure to announce that the celebration will take place in Buenos Aires on 7 and 8 October 2010.

The Parallel Event will focus on this year's theme: "2010: Year of the Seafarer". It will consist of a seminar on the first day, followed by the unveiling of a Plaque in Honour of the Seafarer on the second day.

The seminar will be divided into two sessions. The first, on Navigation in Polar Waters, will emphasize seafarers' training; relevant provisions of the STCW Convention; and the development of the Polar Code; the second, on Seafarers' Rights and Needs, will emphasize shore leave and access to vessels under the ISPS Code; the fair treatment of seafarers; the right to decent and safe work in the fishing industry; and the implementation of the Torremolinos Protocol. Speakers will include representatives of the shipping industry, maritime administrations and IMO.

On the second day, a ceremony will be held to unveil a commemorative plaque paying tribute to seafarers. The ceremony will take place in Puerto Madero, a neighbourhood of Buenos Aires where the first artificial industrial port of Argentina was located.

After the ceremony, all guests will be invited to a traditional Argentine barbecue.

A hospitality programme for participants and their guests (spouses/partners) will also be organized.

The annex to this circular letter contains the current schedules for both days. Additional information on the official and hospitality programmes is available on www.argentine-embassy-uk.org/maritimeday, from which the registration form can also be downloaded. All queries related to the event can be submitted to Mr. Santiago Villalba, Counsellor and Alternate Permanent Representative of the Argentine Republic to IMO, at maritimeday@argentineembassy-uk.org.

The Secretary-General of the International Maritime Organization and the Secretary of Foreign Affairs of the Argentine Republic look forward to welcoming participants to the Parallel Event in Buenos Aires.
