The regulations are a consolidation of existing regulations and practices, and align themselves with international standards. They are the result of extensive consultations with the marine industry. Based on information received during the consultations, Transport Canada is confident that the industry supports these regulations.
As part of the Canada Shipping Act, 2001 (CSA 2001) regulatory reform project, the regulations will help the marine community operate in a manner that is safer, more efficient and environmentally sound. They apply to Canadian-registered vessels everywhere and to foreign vessels in Canadian waters.
The Cargo, Fumigation and Tackle Regulations were published in the Canada Gazette, Part I on December 23, 2006. A mandatory 60-day public comment period followed, which ended on February 21, 2007. The regulations were published in the Canada Gazette, Part II on June 27, 2007 and come into force at the same time as the CSA 2001.
