Problem:
The Graco Cargo Booster Seat is missing the French Statement of Compliance label and in its place is a Spanish label. The Spanish label incorrectly recommends that the unit is for children who weigh between 14 and 36 kg (30 and 80 lbs). The correct weight range is between 18 and 36 kg (40 and 80 lbs).

Background & Company Action:
A consumer contacted a retailer regarding a Graco Cargo Booster Seat, model 8481 PRO CA, manufactured on September 9, 2002, and informed a retailer clerk that the unit had three Spanish labels in place of the French labels.  Upon this notification, all models of booster seats at Elfe Juvenile Products Distribution Centre and the Graco warehouse facility were immediately inspected.  It was found that less than 2% of the units inspected bore the incorrect Statement of Compliance labels.  However, the French section of the Instruction Manual does state the proper weight range for a child.

Safety Risk:
The manufacturer and importer are suggesting that the safety risk is small because the proper French instructions are in the Instructions Manual. The booster seat was designed for the US market, which allows a child to use a high-back booster seat in a range between 14 and 36 kg (30 and 80 lbs) with a vehicle lap and shoulder belt assembly. However, the applicable Canadian safety regulations specify the minimum weight for a child on a booster seat be 18 kg (40 lbs).

Consumer Recourse:
Registered owners of model 8481 manufactured between July 18, 2002, and November 4, 2002, will be contacted and sent the proper French labels if non-conforming labels are affixed to the product. Other consumers owning one of the affected seats with Spanish labels should call the toll free number 1-800-667-8184 in order for the Customer Service Department to send them the appropriate French labels. The booster seats are not to be returned to the retailer.
