Associate Deputy Minister – Transport Canada
Thao Pham was appointed Associate Deputy Minister of Transport on November 20, 2017.
Thao has extensive experience in managing programs, large-scale operations and major projects, as well as in partnerships and consultations with provincial governments, non-governmental organizations, industry and Indigenous partners.
Prior to joining Transport Canada, Thao served as Senior Vice-President, Operations at Parks Canada since 2016. Thao also worked at Infrastructure Canada as Assistant Deputy Minister where she was responsible for the procurement and the overall management of the New Champlain Bridge over the St. Lawrence River Project. Before that, she held the positions of Vice-President, Operations at Canada Economic Development Agency for Quebec Regions and Vice-President at the Canadian Environmental Assessment Agency where she oversaw the delivery of environmental assessment programs.
Thao began her career with the federal public service at Environment Canada where she held a variety of progressively more senior positions over the years in the areas of environmental conservation and protection.
She holds a Bachelor’s Degree in Biology from McGill University and a Master’s Degree in Environmental Sciences from Université du Québec à Montréal.
