- Reviews proposed design projects and determines the applicable standards
- Recommends approval and issue of Type Certificates
- Promotes Delegation by giving delegated projects a high priority over other approval submissions
- Approves designs for repairs and modifications to aeronautical products
- Issues Appliance Type Certificates, Supplementary Type Certificates, and Repair Design Certificates
- Conducts compliance inspections of aircraft, appliances, repairs and modifications
- Approves Airworthiness Engineering Organizations, Engineering Procedures Manuals, Design Approval Organizations, and Design Approval Procedures Manuals
- Delegates design approval authority to qualified Delegated Engineers
- Audits the procedures and design approvals of delegates
