After seeking input from interested parties shortly thereafter, the Minister of Transport, Infrastructure and Communities announced the Terms of Reference for the Rail Freight Service Review on August 12, 2008.
The Review is being conducted in two phases. The first phase consisted of Consultant Studies to achieve a better understanding of the nature and extent of problems and best practices within the logistics chain, with a focus on railway performance. This analytical work helped to focus discussion on identified problems, best practices and solutions. These studies are posted on our site under Consultant Studies.
The second phase of the Review is being led by an independent panel of three eminent persons appointed by the Minister of Transport, Infrastructure and Communities. The Panel has issued its Interim Report and is seeking feedback on its draft recommendations. The Panel will prepare and submit a final report to the Minister by the end of 2010.
