A stakeholder is any person(s), organization, institution or system that is involved in the processing (collection, use or disclosure) of personal information related to the administration of the program or activity.

SC is also responsible for certain aspects of program delivery, including receiving applications; verifying application information and supporting documentation; validating owner's name, VIN and provincial/territorial vehicle registration through CCMTA, dealerships, ESP Data Inc, Carfax or UCDA; providing rebate recommendations to TC Finance for rebate payment; and regularly reporting statistics on program uptake to TC for program and market-trend analysis. SC also provides application information on the program to the public through its multi-service network. |

Manages the Interprovincial Record Exchange (IRE) system, which is used by governments for better business efficiencies in the areas of driver licensing and vehicle registration. A contract has been established with CCMTA to access IRE through a web-based, real-time authentication database in order to validate VINs and provincial/territorial vehicle registration. |

Provide information about the sale of a vehicle, such as make or model of the vehicle, whether the vehicle was leased or purchased, the length of the lease and whether the vehicle is new, used or a demonstrator. |

Provide a VIN decoder service via a secure (password protected) website. Part of the verification method is to ensure that the application for a rebate is an eligible ecoAUTO program vehicle. The VIN is a unique 17-character serial number used by the automotive industry to identify individual motor vehicles. A VIN "decoder" provides a description of each of the characters appearing in a specific VIN. This includes, but is not limited to, car make, model, engine size, year of manufacturing, etc. |

Collects and stores information regarding the history of a vehicle. If there is a question as to whether a vehicle was previously owned, the VIN number is submitted via a secure (password protected) website. In return, Carfax/UCDA will provide a history report of the vehicle in question, including number of owners, number of accidents (if any), types of previous owners (i.e. business, personal), length of ownership, province of ownership, and any other miscellaneous information such as damage to the car, air bag deployment, fire or water damage. Carfax receives data from more than 20,000 different sources including all U.S. states and Canadian provincial/territorial motor vehicle agencies, police and fire departments, collision repair facilities, auto auctions, and more. UCDA provides vehicle information and a more detailed registration history than Carfax, including number of owners, names and licence plate numbers of previous and current owners, but only for vehicles registered in Ontario. |
