Aerodromes and Air Navigation

Our mandate

The Aerodromes and Air Navigation Division is responsible for enforcing regulations and standards as set out in the Canadian Aviation Regulations for aerodromes, air navigation services and airspace. In the Region, there are 144 registered aerodromes, including heliports and water aerodromes; 90 airports (certified aerodromes) including heliports and water aerodromes; 1 regional control centre; 6 control towers; 1 flight information centre (FIC) and 8 flight service stations (FSS). Air navigation services include aeronautical information services, air trafic control, communications, navigation, monitoring and air trafic management (CNS/ATM), flight information and aviation weather services.

Aerodromes and Air Navigation Division, examines, approves and certifies airport operating manuals. The team leads the audit and inspection program to ensure compliance to applicable regulations. Aerodromes and Air Navigation must take necessary actions to reduce risks associated with some activities like fireworks and natural disasters. The Division directs the aircraft noise complaint program in the Region, except for the two Montreal airports who manage their own program. The mandate also includes a program for wildlife preservation and bird activities at aerodromes.

Our mission, which is part of the national Transport Canada's mission, is to administer policies and regulations fot the safest aerodromes network and air navigation services for the users and the public.

Certification and registration

All Canadian aerodromes are subject to the Canadian Aviation Regulations (CARs) 

What is an aerodrome?

Any area of land, water (including the frozen surface thereof) or other supporting surface used, designed, prepared, equipped, or set apart for use either in whole or in part for the arrival, departure, movement or servicing of aircraft. This includes land aerodromes, heliports and water aerodromes.

What is an airport?

An airport is a certified aerodrome. CAR 101.01  

What is aerodrome certification?

  • A procedure that certifies that an airport complies with the Canadian Aviation Regulations. (Part III, Sub-part 2)
  • The Canadian Aviation Regulations require certification of aerodromes that meet certain conditions.

An airport certificate authorizes operation of an airport. This certificate is issued by Transport Canada following approval of the Airport Operations Manual.

The objective is to ensure that Canadian airports maintain high safety standards.

What is aerodrome registration?

This is an optional procedure that offers the following benefits:

  • Publication in the Canadian Flight Supplement.
  • Publication on air navigation charts.

Objective is to ensure a minimal level of passenger safety, in compliance with the requirements of the regulations. Dissemination and recognition of published information on airport characteristics.

Should I certify my aerodrome?

The Canadian Aviation Regulation (CAR 302.01) requires that an aerodrome be certified when the following conditions are met:

  • the aerodrome is located in the built-up area of a city or village;

  • a land aerodrome is used by an airline company to provide scheduled air service for the transport of passenger;

  • the Minister is of the opinion that it would be in the public interest, and would increase safety with regard to aerodrome usage, for the aerodrome to meet requirements for issuance of an airport certificate.

How do I qualify to obtain an airport certificate?

I must submit to Transport Canada for approval:

  3. Proof of property ownership or permission of the site owner;

  4. An official document certifying that the local authorities have no objections to the certification of the airport.

*The Airport Operations Manual, CAR 302.08, is an approved document, required by the CAR for issuance of an airport certificate, describing all physical characteristics of the airport for purposes of ensuring airport safety.

Should I register my aerodrome?

Aerodrome registration is an optional program with the following benefits:

  • Publication in the Canada Flight Supplement (CFS)* or the Canada Water Aerodromes Supplement (WAS)**

  • Identification of your aerodrome on air navigation charts

* The Canada Flight Supplement is a collection of information on Canadian aerodromes published every 56 days, and which may be consulted for purposes of flight preparation and execution.

** The Canada Water Aerodromes Supplement is a collection of information on Canadian water aerodromes published once a year, and is to be used as a reference for the planning and safe conduct of air operations.

How can I register my aerodrome (as an aerodrome operator)?

Information regarding a registered aerodrome is provided by its owner or operator, and confirmed by a letter from the operator once yearly.

Should my aerodrome be authorized?

The Canadian Aviation Regulations (CARs) Part III, Subpart 2, Airports, do not permit aerodrome operators to allow commercial scheduled passengers air services to utilize an uncertified aerodrome unless the Minister has issued an authorization pursuant to subsection 302.01 (2) (b).

If your aerodrome cannot meet the Canadian Aviation Regulations, Part III, and does handle scheduled passenger flights, your aerodrome must be authorized.

How can I have my aerodrome authorized?

The process to obtain an aerodrome authorization is initiated by the air operator who wishes to use an aerodrome for a scheduled passenger service. Upon receipt of the request, we will forward the Aerodrome authorization request form, please fill it out and send it back to us.

Please note the authorization is issued for the air operator and is only valid for his operations.
