Detailed list of requirements for Opening a Main Base - Flight Training School (Aeroplane/Helicopter Categories)
You will find below the list of detailed requirements to submit for the opening of an initial main base, in order to obtain a Flight Training Unit Operating Certificate: (Ref.: CARs 406.13 / 426.11 / Manual TP12862)

- Complete official registration documents issued by The Registraire des entreprises (Quebec Government), including the annual or modification declaration as a Legal person and, if applicable, proof of incorporation delivered by the Government of Canada; The constitution of an enterprise must be in conformity with the Article 55 of the Canada Transportation Act; (Ref.: Canadian Aviation Regulations (CARs) 406.04)
- Complete the form Appointed signatories for the FTU
- Written permission from the Local Airport Authority;
- Occupancy certificate (business occupation permit) issued by the city;
- Lease (contractual agreement) for the place to be occupied by the school;
- Form 26-0380 "Commercial Air Service - Statement of intention": Proposed Type of service = Flight training unit ONLY, completed and signed;
- Form 26-0344 "Request for operating certificate - flight training", completed and signed;
- Written information regarding facilities and place where courses shall be given; (Ref.: CARs 426.52)
- Charge imposed in conformity with the Schedule IV of the CARs, actually 600,00$ non refundable, payable to the General Receiver of Canada for issuance of the permanent flight training unit operator certificate;
- Have aircraft that are properly equipped for the geographic area of operation and the type of authorized training, registered in Canada "commercial, in the company's name" and approved by the Maintenance division of Transport Canada in conformity with the CARs 406.31, meeting the CARs Article 425.23 requirements concerning the flight training aircraft;
(Notice: The amateur built aircraft are unacceptable) - Have an Operational control system. To that effect, please consult the Canadian Aviation Regulations and standards 406.50 and 426.50. The standard will detail all the elements necessary to assure an effective Operational control system.
- Written confirmation of current liability insurance, coverage against risks of injury or death to passengers and public liability for flight training unit operations, as required by CARs 606.02;
- Chief Flight Instructor Appointment and Acceptance Transport Canada Form completed and signed by the authorized manager and signatory, supported by a resume of qualifications and experience of the appointed chief flight instructor; (Ref.: CARs (406.21/406.22/426.21/426.22)
Notice: The chief flight instructor must be employed on a full-time basis during flight training operations according to the CARs 426.11; - Appointment of an Accountable Executive for the flight training unit (school): complete, sign and date the Transport Canada Compliance Statement Form;
- Cross-country (solo cross-country for private pilot training) in accordance with the category: Aeroplane - Private: 150 miles nautical distance OR Helicopter - Private: 100 miles nautical distance; Follow the links for more details; (Ref.: CARs 406.55)
- Daily Flight Record in conformity with the CARSs 426.56; (Ref.: Manual TP12862)
- Flight Training Program outline for students, elaborate on a distinct document from the school's standards and rules (ref.: CARs 425.13); We suggest you to include the prohibition for aircraft operating over water in accordance to the CARs 406.54;
- Description and use of assigned practice areas (training areas):legible drawing on a photocopy of a map; (Ref.: CARs 425.13)
- Training program outline including all requirements detailed in the CARs 426.45 implement to ensure that personnel trained are familiar with the regulations, standards, flight training unit procedures and human factors issues related to the work for which they are responsible; (Ref.: CARs 406.45 / 426.45 / Air Operator Maintenance Control Manual (MCM)
- PSTAR examinations: Two different versions in each language, English and French if applicable, in accordance with the instructions;
- Certification of the aircraft by the Transport Canada Maintenance Personnel of your region: the proposed maintenance control system and the Person Responsible, including the maintenance control manual, pursuant to Section 406.38 of the CARs; Applicable forms to complete and to return to the assigned Transport Canada Inspector of Maintenance; (Ref.: Procedures (subject to change without notice) / CARs 426.36 to 426.47 and 406.32 to 406.51 / Regulations and documents concerning the maintenance that you can discuss with your assigned Transport Canada Maintenance Inspector)

Note: There is no document to submit; this item will be verify within the inspection;

INSPECTION
The form concerning the School Base Inspection done by the Personnel of Flight Training Standards is available in the Manuel “How to start a Flight Training Unit” TP12862. You can also received by contacting us. Hereunder is a short resume of the inspection.
At the time of our visit, all required elements should be in place and conform to start the operations of the school as enumerated in the flight training unit monitoring report BEFORE the issuance of the flight training unit operator certificate :
INSTALLATIONS:
- Class room for the ground school and briefing with appropriate ground school and instruction facilities;
- Aerodrome;
- Synthetic flight training equipment, if applicable;
- A paper copy of Study and Reference Guides, Flight Test and Instructor Guides, maps, manuals and others meeting the authorized training specifications of your flight training unit operator certificate (see details on page 8 of the monitoring report, Aeronautical Act and Canadian Aviation Regulations accessible by all;
EQUIPMENT:
- Aircraft (see details on pages 10-11 of the monitoring report);
PERSONNEL:
- Chief flight instructor's file, including a copy of his/her valid licence and medical certificate (up to date), his/her nomination and resume of experience;
- Distinct file for each flight instructor employed by the school, including copy of his/her valid licence and medical (up to date) and record of the flight instructors supervision;
- Distinct file for each ground school instructor, including the nomination and the written confirmation of the instructor's skills and supervision of his/her ground school instruction, signed by the chief flight instructor;
- File including information about the person responsible for maintenance control system and authorized person (names and licence numbers);
Flight Training Operations DOCUMENTATION:
- Written examinations PSTAR: Two different versions of the (for each applicable language English/French) secured in a filling cabinet; such security could be provided by a lockable file cabinet or other suitably secured storage device;
- Register of students attendance to assure a follow up and established procedures if the students are absent;
- Cross country, training zone, meteorological miminas, school's and emergency procedures, all visibly posted up;
- Daily flight record and pilot training record (PTR) to be used;
- Ground school and flight training programs to be used;
- File with school's information (proof of incorporation/registration of the company including the coordinates (mail address, Internet and email, telephone and fax numbers), authorizations and signatory, complete certificate of liability insurance, contractual agreements for the place and authorizations from the airport and the city;

You will find below the list of requirements to submit for the opening of a Sub Base under the principal base, resulting in a modification of the actual Flight Training Unit Operator Certificate:

- Form 26-0344 "Application for Flight Training Unit Operator Certificate";
- Written permission from the Local Airport Authority, occupancy certificate (business occupation permit) issued by the city and lease (contractual agreement) for the place to be occupied by the school;
- Written information regarding facilities and place where courses shall be given (Ref.: CARs 426.52);
- Charge imposed, actually 75,00 $ in conformity with the Schedule IV of the CARs, non refundable and payable to the General Receiver of Canada for the modification of your flight training operator certificate;
- A description of the aircrafts that will be used, including the category, the class, the type and the registration mark;
- The name of the person appointed as Assistant Chief Flight Instructor and a statement of acceptance of the position, signed by that person, supported by a resume of qualifications and experience;
- the name of the person appointed under section 406.36 of the Canadian Aviation Regulations to be responsible for the maintenance control system;
- Cross-country (solo cross-country for private pilot training from the sub base) in accordance with the category: Aeroplane - Private: 150 miles nautical distance OR Helicopter - Private: 100 miles nautical distance; Follow the links for more details; (Ref.: CARs 406.55)
- Flight Training Program outline (CARs 425.13) for students AND training program for personnel outline including all requirements detailed in the CARs 426.45 OR a letter* confirming the utilization of the same programs as the main base.
- details of the proposed maintenance control system, including the maintenance control manual, required by section 406.38 of the Canadian Aviation Regulations;
- Written confirmation of current liability insurance, coverage against risks of injury or death to passengers and public liability for flight training unit operations, as required by CARs 606.02;
- Copy of the Flight Training Operations Manual in which all the items mentioned in Standards 426.61 of the CARs are present.
- Description and use of assigned practice areas (training areas) at the sub base :legible drawing on a photocopy of a map; (Ref.: CARs 425.13)
- Daily flight record in conformity with the Canadian Aviation Regulations, article 426.56 OR submit a letter* confirming the use of the same daily flight record as the main base. However, the base must be identified on the copy;
- PSTAR examinations: Two different versions in each language, English and French if applicable, in accordance with the instructions. (See note below)
- Up-to-date library appropriate to the sub base operation accessible for consultation by all people:TC AIM, Canada Flight Supplement, Canadian Aviation Regulations (CARs), Aeronautic Acts, 3 Human Factors Brochures (TP12863/12864/ and 12865) as stipulated in the CARs 405.14, Study and References Guides, Flight Test Guides, Flight Instructor Guides and the Enroute Charts; For IFR only: Canada Air Pilot and IFR Manual (TP2076); You can also consult, download or order publications from the online Transport Canada store;
- Modification to the Maintenance Control Manual (MCM) stating the sub base and the way you foresee the respect of the Aircraft Maintenance Schedule based at the sub base.

An inspection of the base will occur and the same items mentioned for the opening of a main base will be checked. (Look above)

You will find below the list of requirements to submit for the opening of a Satellite Base under the principal base, resulting in a modification of the actual Flight Training Unit Operator Certificate: Ref.: CARs 406.58 / 426.11 (3)

- Written permission from the Local Airport Authority, occupancy certificate (business occupation permit) issued by the city and lease (contractual agreement) for the place to be occupied by the school, including dates of start and end for the operations of this satellite base;
- Written information regarding facilities and place where courses shall be given (Ref.: CARs 426.52);
- Charge imposed, actually 75,00 $ in conformity with the Schedule IV of the CARs, non refundable and payable to the General Receiver of Canada for the modification of your flight training operator certificate;
- Have aircraft that are properly equipped for the geographic area of operation and the type of authorized training, registered in Canada "commercial, in the company's name" and approved by the Maintenance division of Transport Canada in conformity with the CARs 406.31, meeting the CARs Article 425.23 requirements concerning the flight training aircraft;
Notice: If the same approved aircraft for your Main Base are used, this item is not required; - Written confirmation of current liability insurance, coverage against risks of injury or death to passengers and public liability for flight training unit operations, as required by CARs 606.02;
Notice: If the current liability insurance for your main base is applicable, this item is not required; - Nomination of a flight instructor, appropriate Transport Canada form, other than class 4, as responsible of the flight training operations in this satellite base, signed by the authorized manager and signatory of the Flight Training Unit and countersigned by the chief flight instructor who accept the supervision responsibilities of the given flight training of the satellite base. You must include the personal resume of the appointed flight instructor AND specify the satellite base; (Ref.: Canadian Aviation Regulations, articles 426.11 and 406.58)
Notice: The chief flight instructor of the main base must accept the responsibility of the supervision given in the satellite base. Furthermore, flight instructor class 4 cannot give flight training in this satellite base unless a competent flight instructor class 1 or 2 is on duty at the base.
