The July 10, 2014 Decision Record is approved.

Action item:

(1) Secretariat to make the following underlined corrections to item 7, Action item 2) of both the English and French versions of the July 10th, 2014 meeting Decision Record: Ministère de la sécurité publique du Québec to look into the possibility of providing the Secretariat with the « liste des municipalités traversées par une voie ferrée ».

5. Update on ER Task Force membership The following membership (members/observers) list, was updated to include additional participants/alternates. ER TF Secretariat
6. Review of ER Task Force Terms of Reference (TORs) and Approval The Terms of Reference were approved by members with an amendment to replace the term implementation by the term building. Once approved by the Director General-TDG, they will be marked final and a signed copy will be shared with all participants. All
7. 2016 Emergency Guide Feedback

CANUTEC will welcome comments //feedback for the 2016 Emergency Guide. Comments are due by September 18 the 2014and can be forwarded to CANUTEC.

The ER TF members are recommending that Transport Canada support a request to include basic information on the ERAP program in the reference section of the Guidebook and mark products that are required to have an ERAP with a Canadian logo for ease of reference.

8. Review of revised ER Task Force work plan The work plan was discussed and approved by members. All
9. Creation of sub-groups Members supported the creation of the following subgroups:
  • Subgroup 1 will focus on building on Protection Directive (PD33) for the Transportation of Flammable Liquids by Rail as well as on the Industry approach to Emergency Response.
  • Subgroup 2 will focus on Incident Command and Management, including clarification of ERAP roles and responsibilities and outreach strategies.
  • Subgroup 3 will focus on the potential expansion of the ERAP requirement to other flammable liquids transported by rail. The creation of this subgroup will occur in October 2014 once subgroups 1 and 2 have completed their work.

Subgroup 1: Weekly meetings every Friday (11:00 am to 1:00 pm) starting August 29, 2014 until October 3, 2014.

Subgroup 2: Weekly meetings every Wednesday (1:00 pm to 3:00 pm) starting August 27th, 2014 until October 8, 2014.

Subgroup 3: To be determined

(Please note: Subgroups are expected to report to the Task Force monthly, starting in September 2014).

  • (3) Presentation by the TDG Research, Risk Evaluation and Systems division on the Crude oil classification research project; and
  • (4) Visit to the CANUTEC Centre.

Action item:

  • (1) Task Force members are invited to propose agenda items or presentation no later than 12 days in advance of a meeting.

Please note: Members wishing to make a presentation are required to submit any item/presentation documents to the secretariat at least 2 to 3 days in advance of the meeting date for distribution to all participants. Please indicate permission to post on the website.
