Welding requirements for highway tanks and TC portable tanks

This page explains the requirements pertaining to the qualification of welding procedures and welders for facilities that manufacture, repair and modify highway/portable tanks in accordance with CSA B620.

Welding procedure and welder performance qualifications

When welding on tank components that retain lading or components that contribute to the structural integrity of the tank, both the welding procedures and welders must be qualified in accordance with Section IX of the ASME Boiler and Pressure Code (ASME Code). These requirements can be found in Clause 4.4 of CSA B620. Similar requirements existed in previous editions of this standard.

Requirements for highway and TC portable tanks

The following table will help you decide whether a facility requires welding procedures and welders to be registered with the applicable pressure vessel jurisdiction. The same welding requirements apply to repairs and modifications of the equivalent and substitute tank specifications identified in CSA B621 and CSA B622.

Important notice

In order to weld on any of the tank specifications listed below, a welder must be qualified in accordance with Section IX of the ASME Code.

Requirements for tanks certified to the ASME Code

When welding on tanks that are certified to the ASME Code (e.g. TC 331, TC 51), welders and procedures must comply with Section IX of the ASME Code. They must also be registered with the applicable pressure vessel jurisdiction. These requirements are explained in Clauses 4.4.1(a) and 4.4.2(a) of CSA B620.

For example, if welding on a TC 331 highway tank in Alberta, then welding procedures and welders must be registered with the Alberta Boilers Safety Authority (ABSA).

Requirements for tanks not required to be certified to the ASME Code

When welding on tanks that aren’t required to be certified to the ASME Code (e.g. TC 406, TC 44), the welding procedures and welders must comply with Section IX of the ASME Code. The qualification of these welding procedures and welders may be done in-house (i.e. by the registered facility).

In other words, the welding procedures and welders don’t need to be registered with the applicable pressure vessel jurisdiction. These requirements are explained in Clauses 4.4.1(b) and 4.4.2(b) of CSA B620.

Requirements to repair MC/DOT/CGA highway tanks in Canada in accordance with Section IX of the ASME Code

These requirements are included in Clauses 4.4.1, 4.4.2 and 8.1.1(b) of CSA B620. We also recommend that you review the safety advisory from the United States’ Federal Motor Carrier Safety Administration.

Keeping records of tank repairs

The facility that completed the repair shall prepare a repair report in accordance with Clause 7.5.10 of CSA B620.

The repair report includes information on the repair facility, details about the repair and it identifies the welding procedure that was used.

The facility must keep repair report for 20 years.

Submission of welding-related documents at the time of initial registration, renewal or amendment application

All applications (i.e. initial, amendment or renewal) must include the following documents:

  • welding procedure specification(s)
  • procedure qualification record(s)
  • welder performance qualification record(s)
  • welder continuity logs
