1. This Equivalency Certificate authorizes the Vancouver Organizing Committee for the 2010 Olympic and Paralympic Winter Games (VANOC) to handle, offer for transport and transport, and authorizes any person to handle or transport on behalf of the certificate holder, by passenger carrying aircraft, dangerous goods that are PETROLEUM DISTILLATES, N.O.S. (Petroleum Naphta), Class 3, UN1268, Packing Group II, required for the purpose of fuelling the Olympic flame during transport, in a manner that does not comply with the Transportation of Dangerous Goods Regulations, under the following conditions:
(a) the lamps containing the dangerous goods are Safety Lamps GR-6S or similar type and are secured in cradles P/N: AV09124001-1. Both the safety lamps and the cradles will be installed, operated, and maintained in accordance with Bombardier Aerospace Report RAQ-000101, Revision NC, dated October 19th, 2009;
(b) the lamps are carried by a passenger as carry on baggage only;
(c) approval in writing is obtained from the Air Operator prior to the transportation of the lamps;

CONDITIONS
(d) a copy of the Air Operator's approval and a copy of this Equivalency Certificate are given to the pilot-in-command upon boarding the aircraft;
(e) the crew members of the aircraft are given a verbal briefing about the carriage of the lamps;
(f) no more than four lamps are carried on board the aircraft;
(g) the lamps contain no more fuel than the quantity adequate for the duration of the flight and the fuel is contained in a leakproof reservoir;
(h) while on board the aircraft, the safety lamps are under the constant supervision of an accompanying person; this person is not a member of the operating crew;
(i) the person accompanying the safety lamps is adequately trained in:
(i) the safe handling and transportation practices for dangerous goods, including the characteristics of the dangerous goods,
(ii) the reasonable emergency measures taken to reduce or eliminate any danger to public safety that results or may reasonably be expected to result from an accidental release of the dangerous goods;
(j) at least one fire extinguisher (e.g. Halon 1211 or dry chemical) is kept within reach of the person accompanying the safety lamps at all times;
(k) the person accompanying the safety lamps is trained in the use of the fire extinguisher;
(l) installation of the cradles is restricted from emergency exit seat rows (where possible) and must not obstruct access nor interfere with the operation of the exits;
(m) the cradles are installed in the same seat row as the accompanying person, with the accompanying person seated across the aisle, where possible. Vacant seat position in the seat assembly in which the cradle is installed must not be occupied;

CONDITIONS
(n) the cabin ventilation system shall be operational at all times. Gasper air outlets, if installed, must be open in the area of the lamps. For unpressurized aircrafts, flights shall be conducted at altitudes that do not require the use of supplemental oxygen by crew or passengers;
(o) if installed, the passenger oxygen-dispensing unit above the seats with the cradles shall be disabled (taped closed);
(p) the lamps, while on board the aircraft, may be lit by the accompanying person, but must not be refilled on board the aircraft;
(q) the lamps are adjusted to the lowest flame setting required;
(r) sections 4.3 (Information to be provided to the pilot-in-command in case of in-flight emergency), 4.4 (Reporting of dangerous goods accidents and incidents) and 4.8 (Emergency response information) of Chapter 4 of Part 7 of the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air apply; and
(s) any incident involving the means of containment is reported to the the Canadian Transport Emergency Centre (CANUTEC) by facsimile 613‑954‑5101 or by dialing 613-996-6666.

2. This Equivalency Certificate authorizes the Vancouver Organizing Committee for the 2010 Olympic and Paralympic Winter Games (VANOC) to handle, offer for transport and transport, and authorizes any person to handle or transport on behalf of the certificate holder, by passenger carrying road vehicle, passenger carrying railway vehicle, and passenger carrying ship on a domestic voyage, dangerous goods that are PETROLEUM DISTILLATES, N.O.S. (Petroleum Naphta), Class 3, UN1268, Packing Group II, required for the purpose of fuelling the Olympic flame during transport, in a manner that does not comply with the Transportation of Dangerous Goods Regulations, under the following conditions:
(a) the lamps are Safety Lamps GR-6S or similar type;
(b) the lamps are carried by a passenger as carry on baggage only;
(c) no more than four lamps are carried on board the means of transport;
(d) the fuel is contained in a leakproof reservoir;
(e) the lamps are adequately secured to prevent any movement or leak;
(f) while on board the means of transport, the lamps are under the constant supervision of an accompanying person;
(g) the person accompanying the dangerous goods is adequately trained in:
(i) the safe handling and transportation practices for dangerous goods, including the characteristics of the dangerous goods,
(ii) the reasonable emergency measures taken to reduce or eliminate any danger to public safety that results or may reasonably be expected to result from an accidental release of the dangerous goods;
(h) the lamps, while on board the means of transport, may be lit by the accompanying person, but must not be refilled on board the means of transport;
(i) at least one fire extinguisher is kept within reach of the accompanying person at all times;

(j) the accompanying person is trained in the use of the fire extinguisher;
(k) any incident involving the means of containment is reported to the Canadian Transport Emergency Centre (CANUTEC) by facsimile 613‑954‑5101 or by dialing 613-996-6666; and
(l) a copy of this Equivalency Certificate is carried on board the means of transport used to transport the dangerous goods.
Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air and the Transportation of Dangerous Goods Regulations not specifically addressed in this certificate.

Explanatory Note
This Equivalency Certificate allows the transportation of the symbolic Olympic flame sustained by PETROLEUM DISTILLATES, N.O.S. (Petroleum Naphta), Class 3, UN1268, Packing Group II, in passenger carrying road vehicle, passenger carrying railway vehicle, passenger carrying aircraft, and passenger carrying ship on a domestic voyage.
Equivalency Certificate SU10023 applies to the transportation of the safety lanterns.
Equivalency Certificate SU10024 applies to the transportation of the torches' cylinders.
Equivalency Certificate SU10025 applies to the transportation of the Olympic cauldron.

The following practices are recommended:
- the cradles with the safety lamps are loaded onto the airplane once airplane re-fueling has been completed;
- in the case of transit stops, the cradles, with the safety lamps lit, can remain in the cabin during pressure refueling provided the person accompanying the safety lamp remains on board and approved procedures for aircraft re-fueling with passengers onboard are followed;
- the person accompanying the safety lamps is identified as being the "person accompanying the safety lamps";
- the person accompanying the safety lamp must follow the instructions of the airplane flight crewmembers, including extinguishment of the lamps when directed by the pilot-in-command.
