Dear Mr. St John,
I am pleased to receive your letter of Aug. 18, 1982 with two copies of the Memo. I apologize for my tardy reply to you. I agree to the points of view you expressed in your letter about the Memorandum of Understanding on the Acceptance of Aeronautical Products between the People's Republic of China and Canada. Now enclosed herewith is on copy of the Memo. with my signature for your side and another one remains for our records.
I am convinced that there will be more exchanges between Canadian Department of Transport and the Ministry of Aviation Industry of the People's Republic of China in the future. Fulfilling this Memo. will further promote the co-operation of aviation industry between our two countries.
I would like to take this opportunity to thank your for your warm hospitality and all kinds of help you offered to our Airworthiness Delegation headed by Mr. Feng Baoxun.
Memorandum of Understanding on the Acceptance of Aeronautical Products Between the People's Republic of China and Canada
In recognition of the mutual interest of the People's Republic of China and Canada in effecting an understanding of the airworthiness of aeronautical products, including components and parts, exported between the two countries, the Ministry of Aviation Industry, P.R.C. and the Canadian Department of Transport hereby agree to the following:
- An exchange of information between officials of the Ministry of Aviation Industry, P.R.C., and the Canadian Air Transportation Administration, DOT, regarding the methods used in the respective countries for the regulatory control of the design, manufacture and maintenance of aeronautical products.
- The need for an identification of the airworthiness standards which will be applied by each country as a condition for import of an aeronautical product from the other country.
- The maintenance of current procedures of quality assurance for present contracts between Canadian and Chinese companies.
- A continuing understanding of the organizations in each country which control the airworthiness regulation of aeronautical products.
The Ministry of Aviation Industry, P.R.C., and the Canadian Department of Transport further agree that a close monitoring will be made of the types of aeronautical products, including parts and components, which are being exported between the two countries.
Then the complexity of the products being exported reaches a level here it is mutually agreed between the two countries that a formal agreement is required, a bilateral airworthiness agreement between the two countries will be effected.
Technical contacts will be maintained between the Ministry of Aviation Industry, P.R.C., and the Canadian Air Transportation Administration, Department of Transport, Canada.
