Purpose

This joint Policy Letter and the four attachments will clarify the responsibilities and establish procedures for the assessment and processing of Air Traffic Controller licences and ratings including the AP program. The four attachments include:

  1. excerpt from the ANS&A Policies and Procedures Manual (TP 13391),
  2. checklist for Regional Air Navigation Services and Airspace Air Traffic Control Specialist;
  3. checklist for General Aviation staff issuing licensing documents; and
  4. Air Traffic Services (ATS) contact list.

Background

In 2000 a need was identified to have the ATS Standards Division of Transport Canada further define the roles and responsibilities of personnel involved with the process and issue of licences and ratings for Air Traffic Controllers.

In the past ATS Authorized Persons have submitted applications directly to the General Aviation Branch for review prior to processing and issue.

Air Navigation Services and Airspace Branch will now be responsible for the ATS AP program and the review and verification of applicants for Air Traffic Controller licences and the endorsement of ratings.

Action

Effective immediately the policy and procedures outlined in this Policy Letter and it's attachments will apply to the review, approval, processing, issue and suspension of Air Traffic Controller licences, ratings and Authorized Person authorities.

Responsibilities

The Air Navigation Services and Airspace Branch - ATS Standards Division in Ottawa is responsible for:

  • The review and verification of applications for appointment as ATS APs.
  • The issue of the Letter of Authority to successful AP applicants.
  • The suspension/cancellation of AP authority, Air Traffic Controller licences and ratings.

The Regional Air Navigation Services and Airspace Branch is responsible for:

  • The review and verification of applications for Air Traffic Controller licences and ratings submitted by Regional ATS APs.
  • The approval of applications for the issue of Air Traffic Controller Licences and ratings.

The General Aviation, Personnel Licensing Division in Ottawa is responsible for:

  • Entry of ATS AP data (including RDIMS reference numbers) into the DAPLS computer system.
  • Entry of Air Traffic Controller licences, ratings and medical tombstone information into DAPLS.
  • Issue of licences, ratings and medical certificates for Air Traffic Control personnel.
  • Suspension of medical certificates issued to Air Traffic Control personnel.

The Regional - General Aviation Branch is responsible for:

  • Entry of Air Traffic Controller licences, ratings and medical tombstone information into DAPLS.
  • Issue of licences, ratings and medical certificates for Air Traffic Control personnel.
  • Suspension of medical certificates issued to Air Traffic Control personnel.

Effective Date

January 29, 2004

Expiry Date

This Policy Letter will expire with the appropriate amendments to the PLPM and the ANS&A Policies and Procedures Manual.
