Purpose:

The purpose of this Civil Aviation Safety Alert (CASA) is to raise awareness of the potential for a jamming condition of the manual gear release system which could render the emergency manual landing gear release system inoperative.

Background:

A Service Difficulty Report (SDR) was previously submitted by an operator describing a condition where the emergency manual gear release system was jammed, rendering the manual gear release system inoperative. Upon inspection, a dislodged and jammed cable was found under the flight deck under-floor area where the cable had jumped a pulley. Refer to the attached picture.

Further investigation revealed that this may occur due to a rapid or inadvertent release of the manual gear release handle in combination with a misrigged manual gear release system.

The operator stated that the mis-rigged condition of the manual gear release system was due to the distortion of the cable turnbuckle located alongside the lower floor panel of the forward avionic bay. It is suspected that due to the access through the flight deck floor panel by maintenance personnel that the damage to the turnbuckle inadvertently occurred.

With the distortion of this turnbuckle, the manual gear release system can be put out-of-rig and increase the potential for the cable to jump the pulley which would render the manual gear release system inoperative.

Recommended action:

Transport Canada Civil Aviation (TCCA) recommends that all CL-600-2B19 operators inspect the manual gear release system for the correct condition of all associated turnbuckles as per AMM 32-34-00-220-801. Also to be cautious and aware of the potential to distort and damage the aforementioned turnbuckle of the manual gear release system when maintenance is done in the forward avionic bay under the floor area. Bombardier engineering confirmed the required AMM inspections and functional tasks are well defined for working the manual gear release system where diligence by the operator/maintainer to accomplish the necessary inspections is required when work is done around the affected area and system.

Defects, malfunctions and failures occurring on aeronautical products are to be reported to Transport Canada, Continuing Airworthiness in accordance with CAR 521 Div. IX Service Difficulty Reporting requirements.
