Textron Lycoming and Avco Corporation - Service Difficulty Alert

AL 2003-03

All Turbocharged Engines Applicability of FAA AD 91-08-07

It has come to the attention of Transport Canada Civil Aviation (TCCA) the applicability of the Federal Aviation Administration (FAA) airworthiness directive (AD) 91-08-07, may be overlooked by the owners of Textron Lycoming turbocharged engines that have been retrofitted with a Turbocharger as part of STC SE100GL or Enstrom Helicopter Corporation Turbocharger Kit Number - SK-28-121000, or equivalent. The association of this airworthiness directive to all possible affected engine models on the FAA AD website is unclear.

The TCCA website has been amended to associate this AD with these engine configurations.

Transport Canada strongly recommends at the earliest convenience, all owners of all Textron Lycoming turbocharged engines as identified above, confirm the requirement for compliance with FAA AD 91-08-07.

AD 91-08-07 is available on the web at:

http://wwwapps3.tc.gc.ca/Saf-Sec-Sur/2/cawis-swimn/logon-cs0101.asp?lang=E&rand=/awd-lv-cs1401.asp?rand or http://www.airweb.faa.gov/Regulatory_and_Guidance_Library/rgAD.nsf/MainFrame?OpenFrameSet

Transport Canada reminds maintainers, owners and operators that the review of all published Instructions for Continued Airworthiness must be conducted to assure awareness of technical issues affecting their product. In this case, the information in the airworthiness directive is also contained in service bulletins issued by the type design organization.

Similar defects or further occurrences of this nature are to be reported to Transport Canada, Continuing Airworthiness, Ottawa, via the Service Difficulty Reporting program.

For further information contact a Transport Canada Center, or Mr. Paul Jones, Continuing Airworthiness, Ottawa, telephone 613 952-4431, facsimile 613 996-9178 or e-mail jonesp@tc.gc.ca.
