Air operator certificates

We issue air operator certificates to show that a commercial air service complies with aviation regulations. Applying for this certificate is an important step in starting an aviation business.

Inspectors check that each applicant's operations meet detailed standards before issuing a new certificate. These standards apply to, for example:

  • aircraft airworthiness
  • personnel training and licensing
  • flight and crew manuals
  • base of operations and scheduled points of service

The Canadian Aviation Regulations, Part VII, all Subparts, Division II outline general certificate requirements.

The regulations are complex, but help is available. You may contact your regional Transport Canada office to review how to apply. Inspectors can advise whether your company's proposed aviation facilities, equipment and personnel meet the latest standards.
