1.1 This Maintenance Staff Instruction (MSI) identifies acceptable procedures and guidelines for use by Civil Aviation Safety Inspectors and industry personnel during the initial convening of a Maintenance Review Board (MRB) process and thereafter, during the sustaining operation of that MRB.
1.2 This MSI also identifies acceptable procedures and guidelines for use by Civil Aviation Safety Inspectors and industry personnel when a manufacturer’s recommended maintenance schedule is being developed and the MRB process is not being utilized.
2.1 Transport Canada initially provided Maintenance Review Board (MRB) guidelines in Airworthiness Manual Advisory (AMA) 571.101/3. AMA 571.101/3 was cancelled October 10, 1996 with the publication of the Canadian Aviation Regulations. Since that time and as an interim measure, Transport Canada utilized this MSI to recognize Federal Aviation Administration (FAA) Advisory Circular (AC) 121-22A in place of the AMA.
2.2 In 2003, Transport Canada initiated an amendment to CAR Standard 625 Appendix E with NPA 2003-294. This NPA recognizes Transport Publication TP 13850, Scheduled Maintenance Instruction Development Processes. TP 13850 at Part B replaces the FAA Advisory Circular 121-22A and provides the current acceptable procedures and guidelines to be used during the development and subsequent operation of an MRB process. TP 13850 at Parts C and D provides additional guidance for Industry when developing maintenance schedules that will be published as “Manufacturer’s Recommendations”.
2.3 TP 13850 has been harmonized with FAA Advisory Circular AC 121-22A “Maintenance Review Board Procedures”; and the EASA recognized JAA Administration and Guidance Material, Section Two: Maintenance, Part Two: Procedures, Chapter 16: “Procedure for Maintenance Review Board”.
2.4 In 2005, Transport Canada published TP 14331, “Enhanced Zonal Analysis Procedures (EZAP)” as a companion document to TP13850 and is used when the enhanced zonal analysis procedure is being worked during the application of MSG-3. TP 14331 is recognized by Transport Canada as providing the additional guidance necessary for the proper execution of the latest approved revision of MSG-3 logic.
3.1 The guidance material to be utilized by industry and Transport Canada for initially establishing and then sustaining the Maintenance Review Board (MRB) process is detailed in Part B of TP 13850 – Scheduled Maintenance Instruction Development Processes. The enhanced zonal analysis procedures contained in TP 14331 are provided for the additional guidance for analysts when performing that portion of the MSG-3 analytical methodology to develop applicable and effective tasks for the maintenance of electrical wire interconnection systems (EWIS).
3.2 For aircraft not using the Maintenance Review Board process, industry and Transport Canada personnel will find at Part C and D of TP 13850, additional guidance for the development of a Manufacturer’s Recommended Maintenance Schedule for the aircraft.
