IMPACT OF FUTURE BULK COMMODITY FLOWS ON THE CANADIAN TRANSPORTATION SYSTEM

ABSTRACT:

The National Transportation Policy (NTP) statement, as articulated in Section 5 of the Canada Transportation Act (CTA), establishes the guiding principles by which the national transportation system should respond to capacity needs. This report seeks to address the extent to which the NTP is effective in enabling the right capacity at the right place and the right time by focusing on trends in global demand and associated flows of bulk commodities (coal, iron ore, grain and oilseeds, potash, crude oil, and forestry products), their potential impact on the Canadian transportation system, and the extent to which the CTA should be revised to help “..ensure that the national transportation system has the capacity and nimbleness to support economic activity across all sectors over the medium and long term.”
