Purpose

This bulletin is to advise owners and operators of their responsibilities under the Oil Tanker Moratorium Act.

Scope

This bulletin applies to:

  • vessels that are constructed or adapted to carry more than 12,500 metric tons of bulk crude oil, persistent oil, or a combination of the two, and
  • intend to operate along the coast of British Columbia, north of 50°53'00" north latitude and west of 126°38'36" west longitude (the moratorium area)
  • This bulletin does not apply to vessels under the direction or control of the Minister of National Defense.

What you need to know

Under the Act, an oil tanker can't:

  • load or unload crude oil, persistent oil, or a combination of the two at a port or marine installation within the moratorium area, and
  • moor or anchor at a port or marine installation within the moratorium area

As well, you can't transport crude oil, persistent oil, or any combination of the two in order to avoid the loading or unloading rules in the moratorium zone.

Reporting Requirements

The Oil Tanker Moratorium Act requires, in addition to the Vessel Traffic Services Zones reports, the master of an oil tanker that can carry more than 12,500 metric tons of bulk liquid oil to report the following informationto the Marine Communications and Traffic Services Centre (MCTS):

  • the type and the amount of any oil that it is being carried in bulk in its hold; and
  • the type and the amount of any oil to be unloaded or loaded into its hold at the port or the marine installation

This information must be reported:

  • At least 24 hours before the oil tanker moors or anchors at a port or marine installation, or
  • As soon as possible after the oil tanker departs from its last port of call, if there is less than 24 hours between the moment the oil tanker departs from the port and the moment the oil tanker is expected to moor or anchor at the port of the marine installation.
