Small Vessel Manufacturer and Importers Compliance Services

  • The requirements for manufacturers and importers to ensure that vessels are built in compliance with the Canadian construction requirements are set in part 7, 8 and 9 of the Small Vessel Regulations (SVR), made pursuant to the Canada Shipping Act, 2001.
  • Small vessel manufacturers must obtain a Manufacturer Identification Code from the Minister as per section 903 of the regulations. Small vessel manufacturers and importers must also prepare and submit to Transport Canada a Small Vessel Declaration of Conformity as per subsection 803(2) of the SVR for each model in production, and annual production report as per section 803(3) of the SVR.
  • The program covers pleasure craft of less than 24 meters and non-pleasure vessels of not more than 15 gross tonnage.

To request a Manufacturer Identification Code, use Form 80-0008. Please note that a MIC that has been assigned by Transport Canada or by the United States Coast Guard is accepted in the other country by a reciprocal agreement. A Canadian importer may request to use the MIC assigned to the manufacturer in its country of origin when the code is 3 letters as required in Canada. The importer must have an agreement with the foreign manufacturer for exclusive use of this MIC in Canada. The importer will be responsible for all vessels imported in Canada and marked with a Hull Serial Number (HIN) using this MIC.

To complete a Small Vessel Declaration of Conformity, use Form 80-0009. Please note that the declaration must be made before a Justice of the Peace, Commissioner for Oaths or any other person authorized by law to administer oaths in the province or territory of Canada where the Declaration is made. The responsible officer must be a Canadian resident that is an officer of the company or if the responsible officer is not an officer of the company the delegation of authority from the company must be explicit and in writing. The Declaration of Conformity transmitted to Transport Canada must be a signed original.

To complete an Annual Production Report, use Form 80-0010. Please note that this report must be submitted no later than March 31 of each year for the previous calendar year.

    Within 15 working days
  • Review a Small Vessel Declaration of Conformity upon receipt of all completed documents and satisfactory technical review (ref. SVR.803(2))
    Within 30 working days

Performance target: The target for achieving this standard is set at 80%.
